台灣金融業因應氣候變遷作法之研究

An Investigation on the Practices of the Banking Industry in Taiwan in Response To Climate Change

摘要

近年來，隨著對氣候變遷意識增加，銀行業者試圖發展減緩全球暖化的新風險管理架構與專案以獲得新商機。本研究由文獻及國際間之金融業者彙整出公司治理、內部溫室氣體管理、放貸政策、開發氣候相關衍生性金融商品、因應國際碳排放交易等五大構面為主軸制定李克特五點量表問卷，並以獨立樣本t檢定與單因子變異數分析回收問卷，以了解目前國內金融業因應氣候變遷之認知與實施現況。
　　本研究寄發中華民國銀行局所列之金融機構115家，回收有效樣本40份，回收率為34.78%：目前我國銀行業業者約90％者沒有因應氣候變遷之政策與措施，主要來自於對於氣候變遷所帶來的威脅與商機不瞭解。我國銀行業業者對於「購買具節能標章之產品或採用綠建築以提高能源使用效率」、「公司應制定因應氣候變遷策略以落實於公司的日常營運中」、「公司應將氣候變遷納入投資分析與決策中」及「高階主管領導集團因應氣候變遷」等四項作法皆有高度的認同與其他作法相較之下實施現況較佳；對於「協助客戶分析與因應氣候相關風險或協助其發展溫室氣體減量策略」、「協助企業客戶執行碳補償專案(offset projects)」、「公司應針對能參與排放交易之企業提供避險工具」此三項作法認為極不重要且實施現況最差。
　　綜合言之，銀行業大多認為，未來將會配合主管機關之規定因應氣候變遷，以節能減碳、降低二氧化碳排放為首要實施目標；另會從公司內部文化做起，以環保餐具、環境保護、省水及省電等手段為輔；最後，將會發行因應氣候變遷之衍生性商品及訂定相關風險政策等工具，來提升企業因應未來氣候變遷可能造成之衝擊。

With the increasing consciousness on climate changes in recent years, the banking industry attempts to launch some new risk management schemes and creative programs for mitigating the risks from global warming and obtaining new opportunities as well. These approaches include investing on carbon trading market, renewable energy, clean technology and development of climate-related derivatives.
In order to understand response of Taiwanese banks to climate change, a questionnaire was develop including five main dimensions, namely, corporate governance, internal greenhouse gas management, lending policies, development of climate-related derivatives and response to the international carbon emissions trading systems. About 115 questionaires were sent to various banks operating in Taiwan inorder to analyze the awareness and current status of Taiwanese banking industry on climate change issue. Feedback was received from 40 banks, which was used to conduct this research.
The results indicated that most of the banks in Taiwan (~90%) are currently without a policy or measures at all in response to climate change. This is mainly due to lack of knowledge on the impacts and opportunities of climate change. Taiwan's banking industry has four approaches that have a high degree of identity compared with other approaches. The four approaches are: "the purchase of Energy Label products or the use of green building to improve energy efficiency", “develop a policy in response to climate change strategy to be incorporated into their operation", "investment analysis and investment decision should include climate change issues” and” the corporate senior managers should lead the organization in response to climate change”. Taiwan’s banking industry thought three approaches are not the most important and worst implemented; they are “to provide help for customers to analyze climate-related risks and develop greenhouse gas reduction strategy”, “to help corporations to implement the carbon offset projects” and “to provide hedging tools to companies that participate in emissions trading”.
In sum, it was identified in this study that Taiwan’s banking industry will be more willingness to follow laws and regulations of government to response to climate change when those laws are enacted to do energy saving and carbon reduction. In addition, banks will change their internal culture and lead by using personal/ reuseable chop sticks, water-saving and energy-saving. Moreover, banks will start developing climate-related derivatives, and set strategies to response to climate change and reduce climate impacts.
