以TOD觀點制定景美捷運站周邊地區再發展策略之研究

摘要


一九九六年台北捷運的開通,影響車站周邊地區的都市發展型態。而因應 近年來永續發展的觀念興起,大眾運輸導向發展(Transit-Oriented-Development)的都市規劃觀念開始受到各國重視。利用大眾運輸的便捷性並配合整體發展,提供了車站周邊地區的再發展契機。 緣此,本研究從大眾運輸導向發展(Transit-Oriented Development,以下簡稱TOD)理論為出發點,以景美捷運站周邊地區400公尺作為研究範圍,根據TOD的基本理念、類型及規劃目標、原則、為研究內容,並佐以鄰里單元、新都市主義、優質成長等相關理論,從中探討與車站層級的TOD發展架構。並借鏡美國和日本案例,發現以TOD觀點的車站周邊地區再發展策略必須有明確的發展目標,並根據再發展定位注入因地制宜的土地使用機能,才能配合大眾運輸車站促使地區再發展。 透過景美站周邊地區的現況實證調查發現,目前景美站周邊地區的發展課題有:土地使用以服務鄰里性商業為主,缺少有規模的商業,在交通運輸方面缺少以人為導向的發展;環境景觀方面則是受限於地區發跡甚早,缺乏整體性的規劃,使得景美站周邊地區仍停留在捷運未開通前的發展狀況。 因此,本研究以TOD觀點,根據地區的發展特性和趨勢提出再發展定位為:兼具人文、商業、休閒遊憩、住宅、轉運機能的高度複合地區。並延續地區歷史特色、提升當地商業層級並重視以人為本的發展導向為再發展目標,在土地使用方面,建議誘導提供商辦機能進入,在交通運輸方面:建構安全的人行路網系統、並配合捷運增加周邊設施的可及性,在公共設施方面,則是重視品質的提升、福祉設施的進入,以及安全方災的概念進入;環境景觀則是建立未來地區整體景觀系統,並善用地區歷史形塑景美商圈的意象,並舉辦相關活動,增加景美站周邊地區的自明性。

Ever since the MRT line in Taipei came into operation in 1996, a significant change in urban development had occurred to the area of MRT stations. Also, as the rise and develop of continuous development in these years, the idea of Transit-Oriented-Development in urban planning has now becoming a key issue in different countries. With the convenience brought by the public transit system, and a complete develop project, a new chance was provided to the redevelopment of the area of MRT stations. Thus, this research study from Transit-Oriented Development (TOD), using the 400 meter area around the JingMei station as a research scope, based on TOD's basic concept, categories, goals, principles and strategies as contents, along with the theories of Neighborhood Unit, New Urbanism, and Smart Growth, discussing the relations of the framework of TOD of the level with stations. Also, following examples from the Unite States and Japan, it has been discovered that there has to be specific goals in the strategies of the redevelopment of MRT stations in TOD, and base on the orientation of redevelopment, applying different land use methods respectively to each station. In this way, it shall be able to coordinate with MRT stations to operate the redevelopment. Through the research of present situation from the area of JingMei MRT station, there are several developing issues in this area. First, the land using is mostly about the business service for the neighborhood, which is lack of the business with certain scale and people oriented transportation system. Second, environments and landscapes are lack of an entire plan, due to the limitation of the early rising of areas. Thus, leads to the situation that the area development of JingMei MRT station still staying at the status same as it was before the MRT came into operation. Therefore, this research utilized the view point form TOD, proposing the orientation of redevelop, base on the characters and trends of this area--- a highly compounded area with functions of art and culture, business, recreation, inhabitation, and transportation. Also, continuing the historical feature of the area, promoting business level and emphasizing on the redeveloping goal in a people-oriented method. In the aspect of land using, providing the function of business offices to enter this area. In the aspect of transportation, build up a safe sidewalk network system, and coordinate with the possibility of the increase of surrounding facility of MRT. In public facility, emphasize on upgrading the quality, the entering of welfare facility, and the knowledge of safety and security. And in the aspect of environment and landscape is to build up a whole landscape system of this area, and to efficiently represent the commercial center of its historical image. To hold related activities to increase the self image of the JingMei MRT station area.
