網路工程建設成效關係著各家電信服務業民營業者的競爭力,早期以分細項工程(機房、管道、佈纜施工、設計、網路維運)方式分離發包,導致工程執行效率不彰且造價昂貴,為提升競爭力,近年來紛紛學習先進國家採統包模式辦理。 網路工程統包廠商如何做好通信統包工程建設管理的相關研究不多,且較缺乏一個系統化的整合方法。本研究先運用品質機能展開從客戶需求展開並評估相關技術需求方案中,擇其重要者,再以平衡計分卡之顧客、企業內部流程、財務、學習與成長等之各個構面加以衡量比較,期能更符合統包廠商之整體經營策略方向之平衡發展。 運用本文所提架構流程於個案公司的技術需求方案的決策過程,發現工程專案管理能力為個案公司最首要的統包工程技術需求方案,與原先只著重客戶需求所推薦的自組施工隊方案相較,個案公司高階主管認同更能夠有效地找出符合公司整體利益的技術需求方案排序。
Private Telecommunications Company’s competitiveness depends on the outcome of its network's construction. In early time, they call for tenders by the way of dividing a network construction project into several sub-projects, such as in-building construction for servers, tunnel construction, cable laying, network maintenance and so on, which makes network construction expensively and out of efficiency. Recently, in order to increase aggressiveness, they start to make turnkey contract as in developed countries. There are not many related researches about turnkey construction management of telecommunication engineering company, and there seems no existing systematic integration methodology to help forming turnkey engineering technological alternatives for them. In this study, we first deploy user’s demand by QFD and evaluate related technological requirement solutions. For those more valued alternatives, we applied BSC to make measurement and compare on them with different perspectives, such as enterprise internal procedure, finance benefits, organization learning and growth and so on, and expect to meet telecommunication engineering company’s management strategy. When we induct our model in helping to evaluate different technique requirements of testing case company, the result shows that enhancement of the project management capability shall take higher priority than the alternative of forming a construction manpower team as suggested when only customer requirements were emphasized. The excutive staffs of the case company acknowledge that utilization of the framework combining QFD and BSC help to determine the priority of different technological requirements effectively.
