營運持續計劃(Business Continuity Planning, BCP)為維持企業在營運中斷或遭逢巨災時,能繼續提供產品與服務,並強化企業應變能力,以降低其衝擊與損失,化危機為轉機的機制。本研究以文獻回顧與案例探討的方式,論述建置BCP對於電子產業營運持續的重要性,並且以問卷調查方式,探討不同企業特性對於建置BCP的考量因素分別為何。根據本研究調查結果: 1.資本額較大的企業對於供應鏈管理為其考量因素,而資本額較小的企業對於保險的重視為其考量因素。 2.在電路板裁切與電子零件製造的企業對於政府對產業發展的重視程度為其考量因素;光電元件產業對於企業結構的重視程度為其考量因素。 3.員工人數多的企業對於新營運策略風險的重視程度為其考量因素;而員工人數少的企業對於危機應變機制的重視程度為其考量因素。 此外,在日月光與台積電建置BCP的經驗中,BCP能成功為企業在面臨危機時,避免營運中斷,且作為其他內部管理系統的整合平台,因此BCP的建置不僅為企業達到風險的消減,並成功獲得客戶的信賴。
Business Continuity Planning (BCP) is a management mechanism which can ensure continuously offer products and services and provide strong response ability to reduce impact and loss to the corporate when discontinued operations or the catastrophes occur in the enterprise. This study utilizes literature review and case study to illustrate the importance of implementing BCP for electronic industry. Based on a questionnaire survey it also find out that different corporate characteristics will affect the considerations of implementing BCP. According to this result of study: 1. Corporations with larger capital will consider the supplier chain management; whereas, smaller capital will consider the insurance coverage. 2. Corporations in the printed circuit board and electronic parts industries tend to consider more on the government support; whereas, opto-electronics industy considers more on the structure of the corporation. 3. Corporations with more employees will consider risks of new business strategy; whereas, corporations with less employees will emphssize more on the mechanism of crisis. In addition, based on the case studies learned from ASE and tsmc, BCP can successfully combine other management systems in the corporate and avoid discontinued operations when companies face disasters. Therefore, companies who implement BCP can reduce risk and earn the customers' trust.
