污水下水道用戶接管模式研究與成本分析-以台北市及高雄市為例

A Study of the Installation Styles and Cost Analysis of Household Connection-pipes with Cases from Taipei City and Kaoshiung City

摘要


污水下水道設施為重要之基礎公共建設,也是國家現代化指標之一。在瑞士洛桑管理學院全球國家競爭力評估中,就將污水下水道普及率列為生活品質評比項目之一。近年來,政府有鑑於台灣地區污水妥善處理率偏低,影響台灣整體競爭力,乃加速推動污水下水道建設,污水下水道用戶接管普及率已逐年提高。 本研究蒐集目前國內設計施工中之用戶接管相關資料,比較、分析北高兩市用戶接管型式之執行差異及檢討改進做法,並針對目前用戶接管成本之影響因素,探討都市及城鄉接管費用之差異,做為未來各縣市政府辦理用戶接管工程之參考。 違章建築及施工障礙物之拆除,為用戶接管執行難易之關鍵。拆除後巷違建物或障礙物有困難,可採用目前高雄市後巷接法,最節省空間。用戶接管後之維護清理費用為地方政府財政一大負擔,為減少維護清理費用,應廣為宣導由住戶自行清理匯流管,並配合考量住戶較易自行清理之模式。 用戶接管平均單位成本與戶/棟比約略呈反比關係,即戶/棟比高者,其用戶接管平均單位成本較低,反之亦然。都會地區計算用戶接管成本時,含連接管費用計算,每戶平均單價20,000-25,000元,尚屬合理。非都會地區,因連接管佔整體用戶接管經費比例甚高,且變動甚大。計算接管成本時以分開計算較為合理。非都會地區不含連接管費用計算,以每戶平均單價20,000-25,000元計算,再加計一至二倍之連接管費用。

The sewer system is an important infrastructure and is evaluated as an index of modernization for a country. The public sanitary sewage served rate has been chosen as an index for evaluating living quality in the world competitiveness evaluation by the International Institute for Management Development, Lausanne. In the recent years, the central government has realized that low percentage of population served by water treatment plants has infected the national competitiveness. The sewer system construction has been promoted actively, thus, the public sanitary sewage served rate has increased year by year. This study collects the information from household connection-pipe cases which are in designing or under construction. The comparison has been made to indicate the differences between the construction methods adopted by Taipei City government and Kaoshiung City government. This work also analyzes the costs of household connection-pipes installed in urban area and country side.The results can be adopted as references for governments when planning household connection-pipe installation. To tear down those obstacles and buildings constructed without license is the major task of household connection-pipe construction. The construction method adopted by Kaoshiung City, which is most saving working space, is recommended when tearing down obstacles and buildings constructed without license is difficult. The cost for maintaining and clearing the household connection-pipe is a hard burden to local government finance. In order to reduce the expense of maintenance and clearance, it is necessary to publicize that clearing the collection-pipes is a responsibility for householders. Thus, connection types which are easier to clear by household should be taken into account. The average unit cost of household connection-pipe installation is about in inverse proportion to household/main-beam ratio. The higher household/main-beam ratio the lower average unit cost of household connection-pipe installation, vice versa. When estimating the household connection-pipe installation cost in urban area, it is appropriate to set an average price as 20,000 to 25,000 New Taiwan dollars per household, including connection-pipe expenses. While in country side, the connection-pipe expenses are a big part of total cost for installing the household connection-pipes and vary by a wide margin. Therefore, it is suitable to compute the connection-pipe expenses and other cost separately when estimating the household connection-pipe installation cost in country side. The household connection-pipe installation cost is about 20,000 to 25,000 New Taiwan dollars per household plus one to two times connection-pipe expenses.
