本研究應用Portelal, Thanassoulis and Simpson (2004) 所提出可以處理負數資料RDM-DEA模型衡量台灣壽險公司之效率,並考量非意欲產出的概念,嘗試結合申訴率加以比較分析,進一步探討壽險公司的經營績效。本研究更進一步探討生產法(Production Approach)與中介法(Intermediation Approach)之差異。生產法視壽險公司為一間以勞力生產產品的工廠:透過日常營運的投入與人員的費用,能產生多少的保單,並將部分保費收入提存為準備金與保單最後產出-保險給付的能力。中介法為探討壽險公司的投資功能,透過從部分保費中所借來的資金與投資費用,所能達到的清償能力與所能創造的投資收益。希望結合了非欲意產出之後,提供給保戶、壽險公司管理者與主管機關,更了解各壽險公司在生產面與中介面之優劣點,並且從中檢討無效率的來源,進而改善。最後藉由無母數檢定,證實非傳統業務員通路為主力的壽險公司有較佳的績效。
This study incorporates the undesirable outputs which means rate of appeal into the evaluation of insurance company `s efficiencies in Taiwan using RDM-DEA model proposed by Portelal, Thanassoulis and Simpson (2004) which model can handle negative data in a DEA framework. We further spread this study to Production Approach and Intermediation Approach, and we analysis this two side performance. We take the 26 insurance companies in Taiwan between 2008 and 2010 as the research sample, and investigate the production efficiency and intermediation efficiency. The result of RDM-DEA model incorporating the undesirable outputs provides a wider menu of benchmark insurance companies at two approach for the managers to review their own advantage and shortcoming. Final, the efficiency of the company which main force is agent channel and un-agent channel significant difference by using the Wilcoxon signed ranks test.
