地方政府之溫室氣體排放量推估及管制策略分析-以臺北縣市為例

摘要


能源及資源的開發及消耗,皆造成可觀的溫室氣體,故各地方政府的發展規劃必須掌握正確的排放量推估,進一步規劃相關管制策略。本研究旨在推估地方政府溫室效應氣體各部門的排放量,並依照其排放特徵給予各排放部門最佳管制建議措施,執行推估法依照IPCC(Intergovernmental Panel on Climate Change)所提供的標準方法,且以臺北市為例,推估1990-2002年四個排放部門及一個吸收部門的排放量及吸收量,推估完成後並針對臺北市各部門排放量與排放比例、臺北市與全國排放量、臺北市與國際都市排放量做比較分析的工作。 推估結果得知臺北市自1990-2002年間,每年平均排放16,454千公噸CO2當量的溫室氣體,其中能源部門佔84.8﹪,工業製程部門佔1.52﹪,廢棄物部門則佔13.3﹪,農業部門佔0.39﹪,總排放量則佔全國的6.56﹪,並以每年4.78%呈現上升之趨勢。藉由分析結果得到臺北市溫室氣體的排放特性及減量空間之後,選擇國際間各大都市曾經建議過的措施與臺北市曾建議執行的100餘個措施,並將每個策略依據「氣體別」、「排放部門別」、「技術可行性」、「排放抑制效果」、「策略執行成本」分門別類,以利後續依照臺北市的排放特性,給予臺北市各排放部門與主管機關最佳的溫室氣體減量建議措施。

Due to the substantial greenhouse gas emission caused by city development and the consumption of energies and resources, the local governments must conduct an emissions inventory as well as local Action plans. The objectives of this study are to (1) estimate the emission profiles of greenhouse gas of local governments by adapted IPCC(Intergovernmental Panel on Climate Change)method (2) develope the best control measures for each emission sector according to the emission profiles (3) conduct the greenhouse gas inventory of Taipei city and country for 4 source sectors and 1 sink sector. Furthermore, a analysis of emission has been conducted among sectors of Taipei city, Taiwan and other international cities. The results show that Taipei city emitted 16,454,000 metric tons of greenhouse gas (CO2 equivalent) per year during 1990-2002. The energy sector was the major contributor (84.8﹪), followed by waste sector(13.3﹪), industry sector(1.52﹪)and agricultural sector (0.39﹪). Total emission of Taipei city accounts for 6.56﹪of the whole country. Furthermore Taipei emission increases by 4.78% every year. The Average emission per capita over the study is 6.18 ton / ca-yr. The best available control measures and strategies for Taipei cities are determined for each gases and sectors as well as technical feasibility.
