景觀綱要計畫對地方推動景觀改善計畫影響之研究－以三鶯地區為例

摘要

內政部營建署為「景觀法（草案）」之推行，自民國93年起透過城鄉風貌示範計畫補助各縣市政府研擬縣市層級景觀綱要計畫，作為擬訂景觀計畫或充實景觀規劃之準則，及推動景觀保育、管理及維護之指導原則。推行迄今已有一段時間，而城鄉風貌示範計畫作為環境修補之政策工具迄今亦有十年以上的時間，現已成為地方進行景觀改善的重要指標與象徵。此二者間依內政部城鄉風貌示範計畫之補助須知來看，城鄉風貌示範計畫應有依據景觀綱要計畫賡續推動景觀改善計畫之可能性，景觀綱要計畫如何指導城鄉風貌或景觀改善計畫之提案發起等其間之關聯性，值得深入探討研究。
本研究以新北市政府擬定之「臺北縣景觀綱要計畫」為研究標的，針對其劃定之「三鶯及東北五鄉鎮地區重點景觀地區」內優先推動的「三鶯水岸特色小鎮重點景觀計畫」為案例，在景觀相關法系體制及行政機制尚未完備之情形下，如何運用現行城鄉風貌示範計畫達到景觀改善計畫之目標，促使景觀綱要計畫發揮引領城鄉風貌示範計畫執行的效果，以及配合新北市改制升格的契機，透過相關執行機制的檢討，提出未來景觀綱要計畫及城鄉風貌執行策略與機制之建議。

In order to carry out the Draft Landscape Law, the Construction and Planning Agency of The Ministry of Interior helps local governments to draw up their own landscape master plan by executing the Townscape Renaissance Project since 2004. The landscape master plan could be the standard of drawing up or enriching the landscape plan and be the guidance of landscape conservation, administration, and preservation. For proceeding over ten years, the Townscape Renaissance Project has been as a policy tool of environment patching. Now it is the significant sign and symbol of landscape improvement in urban and rural areas. According to the Townscape Renaissance Project Notice of the Construction and Planning Agency, the Townscape Renaissance Project should be based on the landscape master plan for continuously giving impetus to environment improvement; however the landscape master plan should demonstrate the Townscape Renaissance Project and the landscape improvement plan should be proposed. The relatedness among these issues is worth researching thoroughly.
This Research is focus on the case “The key landscape plan of characteristic small towns in Sansia and Yingge Area” to illustrate how to achieve the target of landscape improvement by proceeding the present Demonstrative Townscape Renaissance Project and how to urge landscape master plan guiding the result of the Demonstrative Townscape Renaissance Project execution before Landscape Law is legislated and the administrative mechanism is completed. Through the case study, and the relevant executive mechanism reviewing, and by the chance of New Taipei City upgrades, this research will propose the suggestion for the future landscape master plan and the executive strategy and mechanism of Townscape Renaissance.
