依據歷年地震災害統計,多數學校常因建築物耐震能力不足而在地震災害中倒塌造成學生死傷慘重,故校園耐災能力甚為重要。學校應於平時改善校園環境,針對校園老舊建築實施耐震評估與補強對策,並建立完整之災害防救機制,強化減災作為,俾利在大規模地震中,提昇校園耐災能力,延長疏散避難時間,降低危害。 本研究針對中小學因應大規模地震研訂策略規劃及作業程序,使政府部門可以有所依據,並將各防災規劃工作透過宣導、執行落實於各級學校。策略規劃之重點工作主要為防災教育工作與建立災害防救機制強化減災作為。經過防災課程的規劃與防災演練的實施,可以培育學生正確的防災知識、技能、態度,在災時能夠採取適當之應變措施。同時也可以將防災理念融入家庭中共享,促使防災教育永續發展。作業程序部分為研訂易於理解及使用之防救災作業程序,使學校在減災、整備、應變、復原四階段皆有明確之防救災工作及應變作為。透過策略規劃及作業手程序的擬訂,希望可以為各級學校因應大規模地震帶來具體之防災效益,並降低學校致災因子、提昇校園整體耐災能力。
According to the statistic of earthquake disaster in the past few years, many schools were victims of earthquake and causing injuries by building collapsing, due to the low endurance of earthquake, so that the endurance of the buildings and prevention of disasters are very important. School should improve the environment ordinarily, and carry out the prevention of disasters. The Disaster prevention; Evaluate the endurance of old buildings, and reinforcement methods, build up complete disaster prevention systems, the systems that could prevent disaster and emergency rescue after disasters. The purpose of these is to improve the resistance of disasters ability, to lengthen evacuation time, to lower the damage in a large scale earthquake. This study focuses on strategic planning, operating procedures for elementary and junior high schools while large-scale earthquake happening, so that the government departments could have a standard to follow. And carry out disaster prevention plan in all the schools through educations. The strategic planning centering on disaster prevention education and build up disaster prevention system to minimize the injuries and damage when earthquake happening. Through the education and practice, students are able to have the right prevention knowledge, skills, attitudes, so they could deal with emergency at the moment when earthquake happen. At the same time, through the education, the Concept of disaster prevention could be shared and apply in families, helping the Concept spread. The operation procedures provides easy understanding on anti-disaster action, so that the schools could have more clear Concept on how to minimize the damage, preparedness for disasters, response and recovery of disasters, the four stages of disaster relief and response. Through strategic planning and operations manual development, hoping to see this study could help schools to resist massive earthquake, reduces the damage of earthquake, and enhance the overall endurance ability.
