從目標管理觀點探討都市更新獎助制度-以台北市清白里更新案為例

Urban Renewal Incentive System from the Viewpoint of Management by Objectives –A Case Study of Qinbai Neighborhood in Taipei City

摘要


「都市更新」是都市發展過程中的重要措施;世界上先進國家均會依據不同時期的都市發展需要,制定合適的獎助制度,作為推動更新政策的輔助機制。從「目標管理」的觀點,「計畫目標」的達成必須藉由「組織參與」與「激勵機制」,方能收事半功倍之效。因此,本研究試圖以「目標管理」的觀點,瞭解國內外獎助制度的沿革,再從法令規章、更新計畫與推動組織等項目,檢視國內更新獎助制度的現況問題,並據以研擬改善對策。 從研究中發現:台北市雖然已經建立更新地區的調查方法與評定機制,但在實務執行上,對於當地之經濟、人文特色與住戶需求之瞭解,還有改善空間。此外,更新地區尚無容積總量管制之相關規定,增加額外的容積將造成超荷的環境容受,迫使土地使用分區管制失控。另外,目前獎助項目係以容積獎勵為主,實施者缺乏選擇彈性。 因此,本研究建議台北市首先應落實更新地區之調查與評定機制,更詳盡瞭解都市發展需要、居民意願、原有社會、經濟關係及人文特色,再據以劃設「更新地區」及「特定街區」。此外,台北市政府也應根據都市發展之需要,在都市計畫書、圖設定不同使用強度的高度發展地區,作為更新地區建築容積總量管制的依據。另外,台北市政府可以依據更新計畫與事業計畫之配合度,由實施者與更新審查會協議不同的獎助項目(容積獎勵、現金補助或稅捐減免)與獎助額度。

"Urban renewal" is an important measure in the process of urban development. Advanced countries in the world would, according to urban development needs in the different periods, develop the appropriate reward systems as the supporting mechanisms to promote the renewal policies. From the view point of "Management by Objectives", the "project objectives" would achieve the maximum effect by “organization participation” and "incentive mechanism." Therefore, this study is going to figure out the evolution of the award systems at home and abroad from the perspective of “Management by Objectives,” and to review the current problems of domestic Urban Renewal Grant System from the laws and regulations, renewal plans, and promotion organization, etc. Finally, this study provides the improvement measures. This study found out: Taipei City has established the survey methodology and the evaluation mechanisms for renewal areas. However, in the practical implementation, there is room for improvement in the local economic, cultural characteristics, and household needs. In addition, there are no relevant regulations on total growth control quotas of renewal areas. The additional volume will cause hyper-charged environment receptivity and make the land-use zoning out of control. Moreover, the grant items are mainly by the volume incentive and the implements have no choice and flexibility. Therefore, this study suggests that: Taipei City should first fulfill the investigation and evaluation mechanisms for renewal areas, and then designate “the renewal areas” and “the particular neighborhoods” in accordance with a more detailed understanding of the needs of urban development, the wishes of residents, the original social, economic and cultural characteristics. Taipei City, based on the needs of the urban development, should set the highly developed areas with different intensities of use on the urban planning books and maps to be the basis of total growth control quotas in renewal areas. In addition, in accordance with the renewal plan and the business plan of Taipei City Government, the implementers could bargain different grant items (volume incentives, cash grants or tax relief) and grant credits with the review board.
