運用改良式模糊德爾菲法於統包工程專案管理權責劃分之研究

摘要


現今統包工程在其生命週期中常因各單位之工作範圍與責任區分不清,滯礙工程執行之效率。故本研究以工程技術顧問公司執行統包工程時,可為專案管理、監造者、統包商之設計者來探討並提出最適合的權責劃分暨解決對策,以提昇統包工程執行效益。 為達成研究目的,本研究編製『「執行統包工程工作範圍與責任區分」德爾菲法問卷』作為實施德爾菲法調查之研究工具,在問卷中,專家在此部份須逐題進行適合度評分,並提出各單位工作權責修正建議。經彙集整合問卷所得之專家意見加以整理,專家於第一階段針對權責劃分給予同意程度區間值,利用模糊德爾菲法建立各權責劃分項目中找出最大同意程度之三角模糊數與最小同意程度之三角模糊數是否有重疊現象,判斷專家對該項權責劃分同意意見區間值有無共識區段,其若有部份項目尚有專家意見未達收斂,須再進行發放專家問卷,直到所有權責劃分項目均已達收斂,即確認專家建議修正權責劃分。研究結果在發放第一次問券的104個項目中即完成86項收斂,則在第二次發放問卷中,只將剩餘18項作問卷項目,而第二次問卷即達成所有權責劃分項目專家意見均已達收斂,從問卷中釐清工程技術顧問業參與統包工程之模式及建立工程技術顧問公司擔任統包商之設計者時,與施工者之相關責任,並提出最適合執行的權責劃分建議,順利達成研究目標。

Now these days, the performance of the turnkey projects was often known to be inefficient due to the roles and responsibilities of the engineering consultants were not clearly assigned. This study, therefore, proposed a method to look for the most suitable positions the project managers, supervisors and contractors of the consultants should have, hopefully as they executed the turnkey projects, those projects could become more effective. In order to approach the goal, the Fuzzy Delphi method along with the questionnaires of 「The Role and Responsibility of Execution on the Turnkey Project」was conducted in this research. A panel of experts answered the designed questionnaires by scoring the value of “how suitable” the roles and responsibilities assigned to each team, while recommending the most suitable ones they reckon. After the exercise were completed, the Fuzzy Delphi Method was applied to check whether the results reached to a consensus or not, by examining the triangular fuzzy number of their maximum value and that of the minimum value. If there were results shown no overlapping or consensus on the first round of the questionnaires, the second questionnaires would be given again to the experts till they converge. This study distributed 104 questionnaires, 86 of which revealed to be convergent at the first round, the rest of which showed consensus on the second time. Finally, this research allowed the engineering consultants to decide which were the most suitable roles and responsibilities for the project managers, supervisors, and contractors in the turnkey work.
