癌症醫療品質管理考核資訊系統之評估模式

摘要

本研究以DeLone and McLean資訊系統成功模式為基礎，並納入「使用者特質」及「參與程度」，建構一套醫院評鑑管理系統的評估模式。本研究針對參與國民健康局2010年「癌症診療品質認證試評計畫」且有實際使用癌症醫療品質管理考核資訊系統之61位醫院人員，進行問卷調查，並以描述性分析、t檢定、單因子變異數分析及複迴歸分析等方法來驗證研究架構的關係模式。此外，再依據問卷調查結果，以焦點團體座談方式針對其中值得深入探討的項目，透過設計討論主題之方式進行使用者意見收集，以瞭解使用者對於使用管考系統之實際運作情形及其困難處，進而提出系統檢討改善之建議，期望達到提升管考系統整體品質之目的。
本研究發現：（1）系統品質可再加強（2）使用者的電腦能力會影響系統使用意圖及使用者滿意度；（3）使用者參與系統的程度會影響資訊品質、服務品質、使用者滿意度及淨效益；（4）透過研究所蒐集之問卷回覆資料，應證了D&M資訊系統成功模式。因此，建議系統開發者（1）應深入了解使用者需求，並據此修正系統（2）加強管考系統資料異地備份備援工作（3）改善網頁介面及網站架構之缺失（4）增加教育訓練課程及線上操作說明。此外，亦建議衛生主管機關應考慮（1）加強資訊系統委外的專案管理（2）整合系統資源及加強資料探勘，俾使管考系統的使用更臻完善，進而提升使用者滿意度及系統效益。

Based on DeLone and McLean（D＆M）Information System Success Model, we added the demographic data and the degree of involvement of users in order to construct the evaluation model of Cancer Quality Information Management Systems (CQIMS), which was designed by the Medical Accreditation Organization in Taiwan. We made a survey questionnaire to collect data from 61 staff members in eight hospitals which participated the Medical Accreditation Program of Cancer Care Quality of Bureau of Health Promoted in 2010. The data were analyzed by the method of descriptive and inferential statistics, including t-test , one-way ANOVA and Multiple regression analysis. Based on the survey, we offered some worth points to discuss. With the design for focus group, we considered the questions in order to realize the real process and suggest the solution for CQIMS.
The results we addressed are as follows：（1）User weren’t very satisfied with the ”Information Quality” of CQIMS. （2）Computer knowledge of the user had a significant positive effect on “intention to use” and “User Satisfaction”.（3）User’s degree of involvement had a significant positive effect on ”Information Quality”, ”Service Quality”, “User Satisfaction” and “net benefits”.（4）The proposed structure of this research can support the D＆M Information System Success Model. According to that , some suggestions we recommend for system developers are：（1） More considering the requirement for users .（2）Improving the data backup and recovery.（3）Reforming the Web interface and framework.（4）More education and training program . Otherwise, we recommend that for BHP which are：（1） Improving the project management,（2）Integrating system resource and data mining.
