建構以病患為中心之全人照護醫療服務系統

摘要


國人身體健康,為提升整體社會經濟的效率與生產力的關鍵因素;易言之,國人健康為國家社會進步與競爭力增強不可或缺的元素。醫療保健服務旨在確保國民健康,而醫療保健服務具有高度專業性,一般病患與民眾難以分辨醫療服務品質的良窳,此與一般消費商品逈異。為避免醫療資訊錯誤引發的危害,保障基本醫療品質,增進國民健康,有必要建立以病患為中心的醫療服務系統,包括確認不同族群病患的需求,並將病患需求與醫療業、醫護人員等相互結合,對特定病患提供正確需求的服務,保障病患就醫權益。 本研究主要利用動態服務網頁(Java Server Pages, JSP)、web伺服器(Apache Tomcat)及資料庫(Microsoft Access),統合醫院資訊系統(Hospital Information System, HIS)資料庫,建構一個以web-based為基礎的醫療服務資料管理系統。醫院管理師可以透過瀏覽器(Browser)取得病患的相關資訊。本系統的主要功能如下: 1.建立有關病患資料管理系統,將病患資料作有系統的存取和管理; 2.提供醫院管理師有關病患資料檢視,以及不同構面的病患資料檢視,協助醫院提供正確的醫療服務; 3.提供資料分享機制。 運用本系統可以瞭解病患的醫療需求,就能對病患提供正確的醫療照護,滿足病患所需的醫療服務。當前醫院是一個以病患為導向的全方位服務時代,一切以病患滿意為目標,民眾除要求提升醫療技術與專業知識之外,更重視具有改善服務品質功能的軟體設計與應用。因此,本系統的推廣應用可提升醫院的服務品質,增強就診民眾的信心,對醫院經營必然有正面的效果。

Citizen’s physical health is a key factor that increases the efficiency and the productivity of the whole society. In other words, citizen’s health is an inevitable element for the social and economic development and the improvement of competitiveness of the country. The aim of the medical health services is to ensure the protection of the citizen’s health. The medical health services require highly professional staff and it is difficult for general patients and people to evaluate the quality of medical services, which is very different from ordinary consumer products. To prevent the harmful effects caused by erroneous medical information and to enhance the citizen’s health, it is mandatory to establish a patient-oriented medical service system that recognizes the individualized patient’s needs that integrate with the medical care system and personnel, providing appropriate requested services to patients, and protecting the patient’s rights of receiving medical care. The study utilizes dynamic web pages (Java server pages, JSP), web server (Apache Tomcat), and database (Microsoft Access) to incorporate the hospital information system (HIS) and builds a web-based medical service information management system. Hospital management specialists can access patient-related information with the web browser. The system offers the functions as below. 1.It establishes patient-related data management system that provides systematic storage/access and management/administration. 2.It provides patient information review for hospital management specialists, with data viewing by different interfaces, which helps hospitals to provide correct medical information. 3.It offers the mechanisms for data sharing. By using the system, we can understand the medical demands of the patients and thus provide them with appropriate medical care and satisfy them with the needed medical services. Hospitals are currently in a patient-oriented era with emphasized comprehensive services and with all goals focusing on patient satisfaction. People do not only ask for the upgrade of medical technology and professional knowledge but also for the software design and applications with continuous quality improvement. Therefore, the implementation of the system will help to improve the service quality of hospitals, which will generate more confidence among the patients and thus creating a positive effect on hospital management.
