根據世界衛生組織提出,目前全球衛生保健之趨勢,已逐漸向自我藥療發展,標榜預防勝於治療,各國之間相繼逐漸發展。而我國國內目前尚未有明確之法規條例於非處方藥轉類,對於我國之自我藥療情況也尚不明確,且我國目前健保體系已多年呈現赤字現象,因此本研究目的有二:(1) 利用自我藥療問卷調查查看我國民眾對於自我藥療的了解程度和其想法,並可藉由此問卷發放令民眾增加對自我藥療之了解程度,(2) 針對我國國內自我藥療之情況,設立一非處方藥轉類之基準,以利我國非處方藥之發展和自我藥療之實施,同時可協助改善我國健保長年來之赤字現象。 研究方法如下:參照國內外自我藥療相關問卷資料,設立一符合我國之問卷,並和國內外相關研究做探討;其後,參考此問卷之結果、我國國情和國外相關資訊,設立一非處方藥轉類之基準,予以我國參考使用。從研究結果中得知我國國人自我保健意識極高,雖然對於自我藥療認知上了解的不多,但卻常有自我藥療之行為,且也多數同意自我藥療之想法,特別是年齡越大者、教育程度較高者、醫療相關行業者和健康狀態較差者,然而安全性/副作用和價格仍是國人的考量因素之一,因而非處方藥轉類之基準,考量療效、安全性/副作用、國外相關使用經驗和文獻、價格、產品包裝和仿單等因素而設立完成,用以促進我國自我藥療之發展和協助緩解我國健保赤字現象。
According to the World Health Organization(WHO)- trend in the global health care is gradually switching to the development of Self – Medication - since prevention is better than cure. In Taiwan, there is no an explicit regulation of the prescription to Over – The – Counter (OTC) switch and no any information for the current status of Self – Medication. Therefore, the objectives of the study are: (i) to use a questionnaire of Self – Medication to investigate the current status of Self – Medication including the knowledge on Self – Medication for people in Taiwan. (ii) To develop criteria of OTC switch to help the development of Self – Medication protocol and to improve and support of the financial status of Taiwan’s National Health Insurance. The methods included: (i) the creation of a questionnaire suitable for Taiwan based on the literature search. (ii) Based on the results of questionnaire and others to develop criteria of OTC switch for Taiwan. Creation of this questionnaire to ensure that people in Taiwan have a high Self – Health awareness and always have the behavior of Self –Medication, especially elder, higher level of education, the medical profession, and people in poor health status. The main consideration would be the safety and price. As so, the study of OTC switch are established by consideration of efficacy, safety, references, price, labeling, and others to encourage the development of a proper Self – Medication to minimize the budget overrun in Taiwan’s National Health Insurance.
