摘要

近年來我國高等教育蓬勃發展，不論在學校系所及人數上均呈現大幅之成
長，資訊與管理技術日益進步，以及民眾對高等教育成效之日益關切。而
目前的高等教育資訊系由於須由工讀生鍵入各校郵寄來的資料 [1] ，其
整批式的資料處理已不敷使用者需求， 本文的目的主要是在建立一新的
高等教育評鑑決策支援系統，其方式是各校使用現成的學術網路輸入各校
的資料， 透過 MS ACCESS 主從式資料庫架構的傳遞，教育部於教育部端
可線上即時的以交談式方式作各種政策規劃及教育評鑑模擬。本系統式本
校王國明校長教育部 " 高等教育管理決策支援系統 " 專題研究的一部
份，主要係建構高等教育資料庫、政策規劃輔助表格及電腦化評鑑決策系
統，強調系統實用性及親和的人機介面。系統建立順序如下：第一階段為
國內外高等教育評鑑現況、教育評鑑模式及決策支援系統探討勾勒出本系
統的藍圖。第二階段為利用系統分析的工具分析本系統的架構，第三階段
為系統設計，第四階段為系統建置與文件製作，第五階段為系統實施與修
正。

Recently,our higher education extend rapidly,both the number of
departents and students progress and higher education are
concerned by people .Because the higher information system of
higher education are key by the Ministry of Education,the batch
processing data are not used sufficiently.We will create a new
higher educatiopn evalution system that the data is key in each
school net, and the Ministry of Education get real_time and
on_line information. The item of system are folling:(1) create
a higher education database.(2) create the policy planning
aided table (3) create a computerizing education evaluation
decision support system.The steps of establishment are
following: Step one is the stydy of higher education evalution
at home and abroad.Step two is system analyies. Step three is
system design.Step four is system establishment.Step five is
system implement and improvement.
