我國現代高科技武器系統不論是飛機、飛彈、航艦、雷達與衛星等等,其構造日趨精密複雜,必須依賴許多零組件組合成武器系統硬體,發揮其最強大的功能。武器系統的獲得無論其來源為自製或外購,服役使用幾十年後達到其有效壽命周期報廢汰除為止,建構武器系統強大功能所用到千萬個各種零組件,都會遭遇到商源消失與短缺問題,要解決此問題需要投入大量人力與財力,此種結果將會造成武器系統全壽期成本增加,如果不加以解決零組件商源消失與短缺問題,結果就是讓武器系統不能夠擔任戰備任務。負責武器系統專案計畫管理人員,面臨武器系統所需零組件遭遇到商源消失與短缺問題,一方面要讓此武器系統能夠維持於正常狀態擔任戰備任務,另一方面在有限可支配的預算財源裡,調整挪出部分用來解決此問題,對所有相關人員已造成嚴重衝擊與影響,面對此夢魘,大家都全力以赴研究如何解決此問題,讓影響降至最小。
The modern high technology weapon systems of our country such as fighters、missiles、warships、radars and satellites that their structure are getting more precise and complex rely on many parts to construct their hardware to perform the most powerful function. These weapon systems regardless of getting from self-manufacturing or purchasing from foreign country have been deployed and serviced for several tens years to the end of life cycle phase out, for those thousands different parts which build up the powerful weapon systems will be caused to diminishing manufacturing sources and material shortages problem. In order to solve this problem it is necessary to invest huge manpower and financial resources that will increase heavily the life cycle cost. Otherwise if the problem does not be solved, the final result is that the weapon systems can not be ready for combat readiness. As the program managers’ responsibility for the weapon systems face the needed parts being caused to diminishing manufacturing sources and material shortages problem, they have to keep the weapon systems in good status being able to combat readiness, on the other hand, they have to adjust the shrink financial resources to support solving this problem. As facing this nightmare, we have to work hard to solve this problem in order to reduce the impact as smallest as possible.
