連坐規定對領導的影響之研究─以軍中管理階層為例

摘要


在現今軍方及警察部門中,連坐規定是軍人和警察有效管理的方式之一,本研究係以軍中各級從事領導實務工作之軍、士官為研究對象,探討連坐規定對組織領導的影響,及連坐規定是否有效提昇工作績效。研究者針對上述問題實施問卷,以軍中機關、學校、部隊及後勤廠庫等單位各級從事領導實務工作之軍、士官為抽樣對象,總計發出問卷250份,捨棄無效問卷7份,有效回收217份,有效回收率為86.8%。資料分析結果顯示連坐規定的施行,對領導者的管理,沒有顯著的助益,尤其是於野戰部隊服務的基層軍、士官反映最差;而連坐規定的執行,對工作績效的提昇,則得到肯定的評價,尤其以階級較高及較資深者,正面肯定度最高,顯見連坐規定的實行對提昇工作績效有一定的成效。另外,針對連坐規定「權」、「責」的律定,施行細則的宣導,懲處的範圍、領導統御的教育及對個人發展的影響的改進建議,可供相關單位參考及後續研究之參據。 關鍵詞:連坐規定、領導、管理、工作績效

Nowadays, in both military and police departments, Correlated Discipline is one of several effective methods for the group management. In this research, experience of some military officers among each leading group will be analyzed to explore the influence of Correlated Discipline to the leading organization and the possibility of enhancing the job performance. The sampling targets are several military leaders in the administration, schools, troops and logistic warehouse. 250 copies of the questionnaire are delivered. 7 copies are abandoned due to invalidation. 217 copies are valid, and the effective retrieving rate is 86.8%. This data shows that the realization of Correlated Discipline does not have any obvious managing contribution to the leading class, even worse to the officers, who serve in the fundamental troops. For the higher-rank leaders, the execution of Correlated Discipline is treated highly positive, especially for the job performance. Besides, for Correlated Discipline, the suggestion for the definition of authority and responsibility, the publicity of its standard, the range of punishment, the education of leadership, the effect of personal development can be provided as the reference for the associated departments and the subsequent research.
