寬頻網路服務品質管制機制之研究

摘要


我國主管機關對於第二類電信事業之管理目前採低度管理、不限執照張數、業者自律和尊重市場機制等原則。隨著寬頻網路之蓬勃發展,各國對於寬頻網路接取服務之品質管制逐漸趨於積極。基於促進市場競爭、寬頻普及服務以及提昇國家整體競爭力等因素,我國亦應著手進行相關管制之研擬。 本研究認為我國應先建立寬頻網路服務品質衡量之指標,由服務品質資訊透明化做起,仿效傳統電信服務之服務品質規範,配合網際網路之特性選定適當之服務品質指標,以提供消費者充分之服務品質資訊。藉此促進服務品質之競爭,提供國民品質良好之網路資源使用環境,厚植國家競爭力。

Broadband Internet access services have been growing rapidly since DSL and cable modem services were introduced to the Internet access market. Yet the governments of most countries haven’t imposed regulations on the service quality of broadband Internet access services. By establishing a monitoring and reporting mechanism for service quality of broadband Internet access services, the customers will be able to gain sufficient information before they choose an ISP, therefore increase the competition on in the industry. The governments will also be able to use it as a policy tool for future deployment of broadband universal service, as well as a driver of global competitiveness and national prosperity.
