台灣創業投資事業發展與策略探討

我國創業投資事業過去二十年來，在政府大力扶植之下，直接在高科技產業投入了超過1,390億元，間接帶動高科技業資本形成超過5.33兆元，接近2005年我國GDP總額的一半。自全球景氣泡沫化以來，資本市場低迷，而面臨到資金不足、投資抵減優惠取消、案源缺乏等問題，過去兩年來總募集資金僅達2005年的二分之一，規模更不及全盛時期的十分之一。本研究的目的是希望藉由實際之觀察與分析，提出切實可行之建議，供相關輔導創業投資事業單位以為後續推動策略的參考。本研究整理了目前我國與世界各國創業投資事業發展的現況，並從我國政府對創業投資事業所訂之相關法令及管理機制上，分析所帶來之影響。藉由觀察我國兩大創投公司的發展與策略，以探討創業投資事業與國際機構間相互策略合作的議題。本研究也以新加坡政府為例，探討政府所扮演的角色。在分析個案公司及各國發展之後，本研究發現新加坡與我國地理位置的優越性相似，在全球資金湧入大中華區域的同時，如何能利用在語言和文字上的同質，培養國際化的視野，至關重要。本研究建議由政府帶動各界資金，朝著「健全產業發展環境」、「促進國際合作」兩大方向發展，做更多彈性、自由與多元化的全球投資，除了賺取最佳的報酬外，也能協助金融人才國際化。

The motivation of this thesis is to research and to analyze the business development and strategic policies of Taiwan venture capital (VC) industry by case studies. We first discuss the impact of current government regulations to VC industry in Taiwan. Strategies for business development adapted by two of the five largest venture capitals in Taiwan and strategies adapted by Singapore government to support the VC industry are then examined. We conclude that having the same geographical and homogeneous advantages as Singapore, Taiwan should well position herself as the world capital to the Greater China region. We also suggest that Taiwan government should strengthen the VC industry development environment, build international cooperation mechanism, and allow more flexibility in terms of investment areas, diversification of financial instruments, and investment structures.
