地方政府環保經營績效之評估 -模糊資料包絡分析法之應用

摘要

保護環境資源，追求永續發展，是普世價值，亦是全球趨勢。本研究主要意旨在瞭解地方政府環境保護經營績效之現況，運用模糊多目標資料包絡分析法，以多項投入、產出等構面評估臺灣本島20縣市及北、高2直轄市環保經營績效。由研究結果的分析，本研究可獲得以下的結論： 一、近年來各縣市環境品質之維護管理績效略有進步，但仍應賡續努力；92至96年整體總績效，彰化縣第1名，臺北市、高雄市及臺北縣分居倒數第1至3名。顯示可獲得資源較高之縣市，其環境品質維護成效未必最佳。 二、採用傳統DEA(Data Envelopment Analysis；DEA)模型來衡量經營效率，效率值表現為1之受評估單位比例很高，代表該受評估單位位於效率前緣上，其投入產出值並不需要做改善。但導入模糊概念後，效率值表現達到1 之環保機關明顯大幅減少，表示Fuzzy DEA可以更精確的鑑別出受評估單位效率之差異，以表達其真實的經營績效。 本研究建議主管機關應研擬建立環保經營效率評核制度，提供各縣市分析其造成無效率的原因，藉由潛在改進空間之分析，提高執行效率；依環評結果作為主管機關核定補助款之參考，避免資源浪費無效率的發生，並使有限資源獲得最妥適之運用

Protection of environmental resources and the pursuit of sustainable development, are not only a universal value, but also a global trend. The main intention of this study was to understand the local environmental protection performance evaluation of the current situation, the use of fuzzy multi-objective data envelopment analysis, using a number of inputs, outputs and other methods to evaluate the 20 counties and two cities in Taiwan and Taipei and Kaohsiung municipalities’s environmental protection performance. The empirical results of this study is as below，conclusion：
1.In recent years, environmental quality of cities and counties to maintain are a slight progress in the management of performance. However, efforts should continue to do. From 2003 through 2007 years, the overall total performance, Changhua County is No. 1 ,Taipei City、Kaohsiung City and Taipei County, listed the penultimate 1-3 respectively. Represently the counties and cities having higher availability of resources are not the best of environmental protection performance.
2.After using traditional DEA model calculation of operating efficiency, efficiency value of 1 are high proportion.They are on behalf of the efficiency at the leading edge and the value of its input-output does not need to improve . However, after considering the concept of fuzzy, the value of the performance efficiency of the 20 counties and two cities are reduced. Apparently.Fuzzy DEA can identify the difference in efficiency of the 20 counties and two cities and express their true operating performance.
The study recommended the competent authority of environmental protection should establish the efficiency of operating system. Provide counties and cities to analysis the reasons of wasting and null and improve the efficiency of implementation. Another, the environmental protection authorities decide the subsidization according the evaluation, to avoid waste and invalid of resources, and the limited resources are used properly.
