應用智慧型決策支援系統於企業無形資產評價之研究

摘要


高科技產業一直為我國政府所重視的策略性產業,其有別於一般傳統製造業以有形資產作為創造競爭優勢的主力,強調以知識密集與創新為產業發展趨勢。近年來,電子資訊產品市場日漸飽和、外來競爭越顯激烈,進入微利時代的高科技企業想從市場上脫穎而出必取決於對知識資源的掌握與管理。因此,無形資產運用之效率與效果更已成為高科技企業的決勝要素,且知識型資產對高科技公司的重要性更將與日俱增。 受於我國財務會計準則之規定,企業無法將多數能使企業價值與競爭能力提升之無形資產認列於公司帳上,致使企業管理者容易因忽略無形資產價值而未能妥善針對企業所擁有之無形資產進行適當的管理與防護。對於投資者,也易因忽略企業核心資產導致低估企業價值與未來發展潛能,進而做出錯誤決定。有鑑於此,本研究之目的在於整合模式庫、法則庫與資料庫建構一能有效支援無形資產評價之智慧型決策支援系統,幫助投資者評價我國上市資訊電子產業之無形資產。在系統的「模式庫」中,採用美國國稅局所認可的資本化超額盈餘法評價我國上市資訊電子公司的無形資產價值,藉此判斷反應無形資產後的資訊電子產業股價是否偏離公司市價;利用「法則庫」中if…then的推導模式,提供一般投資者面對投資決策時所需的資訊與建議,進以提升決策的品質,另為了提供更多有用的資訊予投資者,並在「法則庫」中提供國內外有關無形資產之法規供使用者參考。經本系統運作、測試及評估,投資者確實能利用智慧型無形資產評價決策支援系統,有效地解決無形資產評價之問題,並且能迅速地提供決策者確實合理的決策建議。

The Hi-Tech industry has been a strategic industry in Taiwan and our government has constantly paid great attention to this industry. It is different from the general traditional manufacturing industry because it uses intangible assets as the main force to create the competition advantage, and emphasizes that knowledge-intensive and innovate are the trend of industry development. In recent years, the market of electronic information products saturate day by day, and the outside of competition become more and more intensive; in the meager profit stage, if the high-tech enterprise wants to come to the fore from other high-tech enterprises, it must depend on controlling and managing of knowledge source. Therefore, efficiency and result of intangible assets have become key elements which can decide the success or failure of high-tech enterprise, and the knowledge assets will become more and more important for the Hi-Tech company. Due to the Limitation of GAAP, companies are unable to record intangible assets because it will make enterprise value and competitive power raise. Another reason is because neglecting the value of the intangible assets will cause business managers’ failure to provide proper management and protection to the intangible assets that enterprises have. For investors, it is apt to neglect enterprise's key assets which will result in understating the enterprise's value and misjudging future potential; therefore, it is wrong for investors to make this mistake. Based on these reasons, this study presents a knowledge-based decision support system in helping decision makers value the listed information electronic industry’s intangible assets of Taiwan. The knowledge-based system integrates a database, a rule base and a model base to facilitate evaluating. The model base adopts the intangible assets valuation method that the American the Internal Revenue Service has approved –The Capitalized Excess Earnings Method – to value the listed information of electronic industry’s intangible assets in Taiwan. This is to judge whether the stock price of the electronic industry of information after reflecting the intangible assets differ from the company’s market price. By using the “if … then …”rule from the rule base, the system provides individual investors with information and recommendation to improve the quality of strategy when they make investment decisions. In order to support more useful information for investors, decision maker also can search relevant regulations from the rule base. The intelligent decision support system can be efficiently used to help decision maker resolve the intangible assets problems.
