本研究之主要目的係探討國內泰國籍、越南籍、印尼籍與菲律賓籍的外籍勞工在國家文化價值觀上的差異,在瞭解彼此間的差異後與管理實務相結合,擬訂出一個通用的管理規範,提供企業在引進外籍勞工時制定合適管理方式之參考。根據政府公佈的資料顯示,外籍勞工在台人數已超過三十四萬人,其中泰國籍、越南籍、印尼籍與菲律賓籍勞工合計佔99.99%,此四個國家引進的勞工可說是目前國內企業不可或缺的基層勞動人力,因此建立有效且適宜的管理方法來管理這些國家的勞工乃是企業當務之急。然而回顧過往學者已發表之相關文獻大都是以管理者的角度著手,或僅針對某方面的管理或績效加以探討,在文化差異影響管理措施的考量方面仍相當欠缺,再加上國內企業現行的外勞管理制度良莠不齊,無法對外籍勞工做全面且有效率的管理。為達到有效管理企業內的外籍勞工之研究目的,本研究引用盧龍泉教授之國家文化價值觀五個構面問卷為主要施測工具,針對國內四個國籍的外籍勞工進行問卷施測,藉以瞭解四個國家外籍勞工彼此間的差異,進而與管理實務相結合以獲得一個通用的管理規範。根據資料分析顯示,四個國家的外籍勞工在國家文化價值觀五構面上均有顯著性差異,且相同國籍的勞工在不同的人口統計變數上差異程度也有所不同,因此在運用此通用管理規範時,亦必須考慮其差異性,建立不同的管理方法。上述分析結果所代表之意義,在本文中將有進一步的探討。
The main purpose of this research is to probe the differences between Thailand, Vietnam, Indonesia and Philippine foreign laburer in the National Cultural Values and to develop a complete general administrative principle. According to information was published by the government, it showed that there are overthreethe 340,000 foreign labor in Taiwan, and Thailand, Vietnam, Indonesia and Philippine are the most which occupies 99.99%, that four countries laborers are very important basic manpower in Taiwan. Therefore, to establish a suitable administration system is quite urgent in this moment. However, previous research stood in role of administration, and it still lacked consideration of culture difference. Additionally, the administration system in the business is not good enough so that there is no efficiency to manage the foreign labor completely. For achieving an efficient administration of foreign laborers in the business, there are five dimensions in this paper from Lu's Nation Culture Values to be the tool of the test. Understand the foreign laborer's differences between each other, combine manage practice obtain the general administrative principle. According to analysis, four foreign laborer of country five construct surface have a dominance difference in National Cultural Values, and the same laborer of nationality have difference to be degree different to some extent even in different demographic parameter, so while using this general administrative principle, must consider its difference. The implications oh the research findings are further discussed in the following.
