全球太陽能光電產業趨勢與 台灣發展契機探討

A Study on the Trends of Global Solar Energy Photovoltaic Industry and Opportunities for Taiwanese Firms

摘要


本研究旨在對目前全球太陽能光電產業趨勢進行了解,並試圖藉由德菲情境分析法(Delphi Scenario Analysis)提供一個關於太陽能光電產業未來發展之可能情境,以便探討台灣未來發展契機。為避免任何重要、極端情形被忽略,本研究從歐、美、日的產業次級資料以及臺灣相關產業專家問卷,尋找關於產業發展的重要不確定性因素及其對產業可能的影響,並輔以建構產業未來發展的可能情境。 本研究發現,影響太陽能光電產業產業發展的重要不確定性因素包括:1.各種太陽能電池發電成本的不確定性;2.各種太陽能電池光電轉換效率的不確定性;3.提鍊多晶矽材-新火法冶金純化等技術的不確定性;4.政府對居家及企業購置太陽能發電裝置與高價電力回購政策 的不確定性。並依市場成長與產品效能應用變化、發電成本比變化及太陽能替代能源政策變化三個不確定軸面,分別建立了2012年最大可能情境-薄膜技術突破、2012年最小可能情境-薄膜技術緩慢,2015年最大可能情競-多晶、薄膜技術二度交手、 2015年第二可能情境-薄膜領先多晶技術、2015年第三可能情境-聚光型砷化鎵加入戰局及2015年最小可能情境-多晶技術節節敗退,六種未來可能的產業情境。 在論文最後,本研究分別針對台灣太陽能光電產業所面臨各個情境,個別提出對我國業者及政府具體可行之策略建議。

The objective of this thesis is to understand the trends of worldwide solar energy photoelectricity industry, and try to provide a possible development situation about solar energy photoelectricity industry by “Delphi Scenario Analysis” for future develop opportunity. To avoid any disregard of vital and radical condition, this thesis searched major uncertain factors and possible influences which bring to industry, and construct future possible develop situational model from the collection of secondhand indystrial data and questionnaire of expert. This thesis found that the major uncertain factors which affect the industrial development of solar energy photoelectricity industry include: 1. various uncertainties on the electric power cost of solar energy. 2. various uncertainties on the photovoltaic transfomation efficiency of solar cell. 3. poly-silicon stuff extract – uncertain technique of new pyrometallurgy metallurgy 4. the uncertainty of government retrieves policy for the purchase of solar energy photovoltaic systems and high price of electric power from house/industry. According to the three uncertain axial of market grow and variation of product efficiency application, variation electric power cost ratio, policy variation of substitute energy, to build up the 2012 most possible situational model - thin film technique breakthrough, 2012 least possible situational model- creeping thin film technique, 2015 most possible situational model- poly-silicon and thin film technique fight second time, 2015 second possible situational model - leading thin-film poly-si technique, 2015 third possible situational model - Concentrator GaAs multi-junction technique - join in the competition, and 2015 least possible situational model - poly-silcon technique successively defeat ,six kinds of possible conditions in future industry. In the end of this thesis, this research was aimed at every situational model which solar energy photovoltaic industry meets in Taiwan and to offer the practicable suggestions for domestic industries and the government.
