導入以ISO 9001 : 2000為基礎的「產品環境品質保證系統」之研究 -- 以M公司為例

摘要

自二十一世紀起，環保議題在世界各地開始嚴格要求，並訂立各項符合環保法規之規範，尤以歐盟的RoHS及WEEE指令對台灣產業衝擊最大。各國際品牌大廠陸續提出自行因應此一趨勢之環保規範之要求，並以「產品環境品質保證系統」評鑑為名至各供應廠商進行稽核，確認供應商資格之符合性。然而，在缺乏一套有效的國際性整合標準可供參考的狀況下，供應商必須自我尋求解決之道因應之。

因此，本研究以個案M公司為例，探討其實務運作中，如何確認來自客戶端「產品環境品質保證系統」評鑑內容的要求及歐盟RoHS指令對產業的要求。如何因應此評鑑項目，在推行ISO 9001:2000的基礎上架構其管理模式。及其導入並建置系統之流程方法。經本研究探討後發現：
壹、充份瞭解客戶需求，可使企業快速整合內部資源、並有效運用。
貳、確實符合歐盟RoHS指令對包裝材料的要求，可降低企業內部風險。
參、建立以ISO 9001:2000的基礎，符合各客戶「產品環境品質保證系統」評鑑之管理架構，可以作為其它企業欲導入時，最為經濟且有效的參考模型。
肆、個案公司導入的過程，以納入日常運作及持續改善為其最終目標。

Since the start of 21st century, the environmental protection critics, from all parts the world, have been calling for tougher requirement and regulations have been set up to meet those environmental protection laws, especially the RoHS & WEEE from European Union have created a tremendous impact on the exporting industries in Taiwan. The international named brands have brought out its own environmental quality specifications to meet the new trend in environmental protection requirement, and, through the Evaluation of “Product Environmental Quality System”, have visited, evaluated, and certified each one of its suppliers as a qualified supplier. However, the lacking of a single international standard, the suppliers must seek their own solutions to pass the customer’s evaluation.

Therefore, as a case study on M company, this research will examine the required operational practices on how to identification the requirement of the evaluation of the “Product Environmental Quality System” from the customer requirement and the rules of RoHS from European Union for the industry; how to respond to the evaluation requirement by adding the management structure that enforcing ISO 9001:2000; develop the process to introduce and establish system. The following are the findings of this research:

1. Understanding the customer’s new requirement will help the company utilizing its internal resources efficiently.

2. Meeting the EU’s RoHS regarding the product packaging materials will lower the company’s internal risk.

3. Establishing a management structure based on ISO 9001:2000, that will meet the Evaluation of “Product Environmental Quality System” of the customer. This will help other businesses, which want to build a management structure, with the most economical and efficient model.

4. The adoption of “Product Environmental Quality System” of the case study Company shall be integrated to daily operation and continuously improved as its final goal.
