社區資訊應用與社區發展的關係研究：以新店市花園新城社區為例

摘要

當代台灣社會個人資訊應用情況普遍，平均每3人就擁有1.32個網際網路帳號。本論文以個案研究的方式，採用質化調查與分析的方法，嚐試了解具有公共議題討論的社區網站在社區發展的過程中扮演什麼樣的角色？社區網站的存在對於社區發展有什麼樣的影響？什麼樣的因素可以促進社區網站在社區中的應用與存續？

研究結果顯示：一、社區網站的存續與社區網站經營者在社區內的權利義務結構有明顯的關連；二、獨立的社區網站可做為社區公共事務討論與溝通的管道，有助社區管理與發展；三、社區網站提供社區居民即時便利的生活資訊，促進社區交流、情感認同。

對於社區網站如何在角色定位，權利義務結構中發揮溝通平衡的功能，本研究最後提出『傳統與半官網的雙溝通策略』做為各界的參考。

Today the information technology(IT) usage in Taiwan is very common, on average there are 1.32 internet accounts out of 3 persons. This study applies Case Study method in Qualitative Research, tries to find out what kind of role IT plays in the community progress? What kind of effect IT inflences? What kind of factors can help comminity website sustainable in the community?

Result shows: 1.The sustainability of a community website correlates closely with where the website holder's rights in the community; 2. An independent community website as a channel offers residents a virtual public space to discuss and communicate; 3. Community website offers immediately living information which helps residents to live more convenient, interactive and emotionally content.

Finally, how could a community website play a good role to help communication in the community and balance in the community power structure? This research bring up a way「Traditional and Semi-offical Website Dual Communication Strategy」for consideration.
