組織策略型塑之分析-以ERP為例

摘要


完善的執行是策略成功的關鍵,但是大部分的經理人都只擅長擬訂計畫,卻不會執行,造成公司有嚴重的策略執行障礙。以企業來說,策略在規劃的過程中,會先清楚地列出策略方向與目標,再探討如何執行及如何評估,但有時完整規劃策略後,卻容易產生策略無法型塑的情況,舉例來說,第一,企業策略會因執行力不佳而無法達成預期的目標,造成策略無法型塑;第二,企業未切實執行策略,且無法將策略內化、融入企業文化及組織價值觀,使得策略無法型塑。因此,本研究認為若能在策略形成過程中,以多個面向來檢測策略是否型塑,進而找出影響策略形成的關鍵因素,將使得策略在執行上更加完整與順利。 本研究主要是透過問卷的方式,以企業推行ERP為例,探討策略起源、策略品質、高階主管支持、員工抗拒及組織投入資源與策略型塑間的關連性。問卷將以企業為單位進行發放,對象為企業中瞭解ERP策略之人員。 研究結果發現,不同的策略起源有不同的策略型塑效果;策略品質越高,則策略型塑程度越高;高階主管支持程度越高,則策略型塑程度越高;員工抗拒程度越高,則策略型塑程度越低。因此,本研究認為策略起源、策略品質、高階主管支持及員工抗拒確實為影響策略型塑之因素。

Thoughtful execution is the key factor of successful strategy, but most of managers only can plan strategy well than executing, and it could result in some serious barrier on strategy exection of enterprise. For instance of enterprise, managers will find out their strategy direction and target clearly and then discuss how to execute and evaluat it in strategy planning process;nevertheless the strategy sometimes was come out by thoughtful planning, it’s more easily to result the situation that strategy can not consolidation. For example, there are two kinds of situation could make strategy can not consolidate. First of all, the execution of enterprise strategy is not good, and it leads to the enterprise can not achieve prospective target. Second, the enterprise not only didn’t practice execut strategy but also didn’t make strategy consolidated and permeate into enterprise culture and values. Therefore, this research tries to use multipoints of view to examine strategy consolidation of strategy formulation process, finding out what kind of factors will affect the strategy formulation, and it could make the execution of strategy more complete and successful. This research takes ERP for example, through the questionnaire tring to find out the relationship among strategy origin、strategy quality、top management support、resistance of employee、organizational resource input and strategy consolidation. The responsers of questionnaire are the employees who understand ERP strategy in their enterprise. As the result, we found that strategy origin did make different strategy consolidation. The more strategy quality is, the more strategy consolidation is. The more top management support is, the more strategy consolidation is. The less resistance of employee is, the more strategy consolidation is. Consequently, this research finds out strategy origin、strategy quality、top management support and resistance of employee are factors that affect the strategy consolidation.
