卡債問題之研究-以台新銀行為例

摘要

卡債問題對個人、家庭、企業、社會影響非常大。但如果能趁此機會，建立更完整的金錢管理教育體制及社會諮詢體制，如此，未嘗不是一件好事情。
本文針對目前政府相關行政單位，因應卡債問題之處理模式。再以個案探討方式，針對台新銀行及日本消費者金融協會做探討，找出解決卡債問題之治標及治本之道。
本研究主要結論如下：1.消費金融無擔保債務協商委員會應增加金錢管理商談功能2.為預防卡債問題的發生，應多元化推廣金錢管理教育課程3. 為防止自殺之產生，應於自殺防治體系中，針對社區或組織的守門人，培養其金錢管理商談之專業能力，或與具有金錢管理商談專業機構建立連絡窗口4. 應建立之正確社會價值觀。

Credit Card Debt has created big issues to many individual person, Family， Enterprises and the whole society in this island in the past few years. In viewing the effort and task undertaken on resolving those issues, it could be a good opportunity for establishing a completed better system for money (wealthy) management and society consulting.
Based on the governmental treatment model and the methodologies applied by TaiShin International bank and Japan Consumer Finance Association, This research attempts develop suitable containment actions and permanent solutions to resolve those issues from credit card debts in this island.
As the conclusion to show from this research,
1. Non-pledge debt negotiation council of consumer financialShall extend the functionality to cover money management counseling.
2. Education of Money (wealthy) management shall be diversely deployed so that to prevent issues and problems from credit card debt.
3. Society security guards shall be trained by the perfect ional convincing skill of money management to associate on saving from suicide.
4. To establish a healthy societal value concept.
