社區總體營造培力過程之研究: 以桃園縣大溪鎮歷史街坊再造協會為例

摘要


歷史街坊再造協會是一個非營利的團體,本文旨在探討該協會如何運用本身的角色功能來培力老街上的居民,使他們在意識、知識、參與及行動上有長足的改變,並探討它在社造中所締造的成果。 本研究除以文獻研究法之外兼以質性研究之深度訪談法進行,訪談對象共計十五人;分別為老街上的居民、協會前後任的理事長與總幹事、公部門的人與相關領域的專家學者;綜合理論與實証,研究結論如下: 一、協會堅守社造崗位,從小處著手推動社造工作,使社造工作持續在社區進行。 二、前幾任理事長俱雙重身份,在推動社造工作上有時是助力,但在比較敏感的議題上容易產生阻力。 三、世代交替、新血輪替注入,協會幹部在民國99進行理監事改選,所選出的理監事多數是三、四十歲的年輕一代,他們對協會未來的走向充滿理想與希望。 四、公眾教育,培力居民;利用各種課程的推行,使社區居民在無形中對社區產生一種向心力。 五、老街上的騎樓彼此之間少有階梯,對老人而言是友善的環境,老街上的老人在家顧店,使其有所事、所終,為安養天年的好地方。 六、地方政府應與社區中積極的社造單位主動聯繫,而非只局限於社區發展協會,應更加開放與積極主動的社造單位共創社造成果。 七、協會應可結合更多相關資源運用於社區,使社區有更好的發展。 八、地方政府掌握地方資源,應勤於與社區溝通,如此才能針對社區的需要做符合社區居民需求的活動或建設。 九、協會培力居民的過程中,無法預設所辦的活動或課程可於結束後達成何種目標,但這並不表示這些活動或課程無法培力居民,更多時候是一項活動激發出多面向的火花;亦可說居民在協會長期的教育之後,培力成長於無形。 十、協會在培力社區居民的過程中,根據居民所表現出的培力狀況調整本身的角色展現所欲達成的功能,即非營利組織的角色、功能與培力結果相互影響。 關鍵字:培力、社區總體營造、非營利組織、歷史街坊再造協會

As historic Old Town Reconstruction Association is a nonprofit organization, this paper aims to explore how the Association can fulfill its role and function to empower the inhabitants of the old street so that they may have significant changes in their awareness, knowledge, participation and action, and the paper also explores the achievements made in the community reconstruction. Besides document researches, this study has been conducted with in-depth interviews of qualitative research, 15 interviewees in total; they respectively are residents of old town, former and incumbent Chairmen and Director-Generals of theAssociation, and government officers and experts in related fields; with comprehensive theoretical and empirical methods, the conclusion are drawn and findings shown as follows: 1. The Association adhere to the post of community reconstruction. The community construction has been promoted from small, enabling the community reconstruction to be continuing in the community. 2. Former and incumbent Chairmen with dual identities may serve a helping hand in promoting community construction. Nevertheless, such identities may be likely to become sensitive issues, giving somewhat resistance. 3. Alteration of generations - With new comers, the Association held a board election in 2010 for directors and supervisors. Most of the newly elected were younger generation aged around thirty to forty. They are filled with ideals and hope toward the future prospect of the Association. 4. To promote public education, empowerment of residents; in application of a variety of teaching programs, the community residents may virtually produce a centripetal force in the community. 5. The old town was designed with few staircases to be a friendly environment to the elderly. The elderly in the old town are able to run a small store so they can live with purposes. It is really a paradise to enjoy their rest days of life for the elderly. 6. The local government should take the initiative to keep active contacts with the Community Reconstruction Unit, not just limiting to the Community Development Association. In addition, the local government should be more open to the Community construction projects so as to jointly create a fruitful social reconstruction. 7. The Association should be connected to more resources, which can apply to communities for a better development. 8.The local governments should grasp local resources and be diligent in communicating with the community, so that it can meet the needs of residents in the community in terms of activities and construction. 9. In the resident empowerment process, the Association cannot pre-set the goals to be achieved on the completion of the activities or courses. It does not mean these activities or courses can not empower the residents through such activates or training courses. It is more likely that an activity may stimulate a multi-faceted sparks; in other words, the long-term education on residents through the effort of the Association's , the empowerment has grown up in an invisible way. 10. In the community resident empowerment process, according to the empowerment shown on the residents, the Association may adjust its role to be played to achieve desirable functions, which is the role of non-profit organization, a goal to bring favorable interaction in terms of functions and empowerment.
