國防部軍備局測繪單位最佳合併方案之研究:運用層級程序分析法

摘要


本論文研究之主要目的為利用AHP(Analytic Hierarchy Process,AHP)方法,探討國防部軍備局測繪單位合併方案評選所應考量的評估準則,並據以建立評估結構,進而建立評估模式,以作為未來國軍後勤相關單位合併方案選擇之參考。透過文獻蒐集及專家學者經驗訪談,並設計AHP分析評估架構,經遴選國防部軍備局測繪單位年資滿10年以上現職主官及幕僚主管15員實施問卷施測,再運用Expert Choice 2000軟體,完成問卷一致性檢驗,並對整體權重評估後,進行權值計算及排序。 經研究分析顯示,方案中以「第四0一廠與測量隊合併,第四0二廠維持現狀(甲案)」(0.396)排序第一,排序第二為「第四0一廠、第四0二廠及測量隊三個單位合併(丁案)」 (0.337) ,排序第三為「第四0一廠與第四0二廠合併,測量隊維持現狀(乙案)」(0.157),最後為「第四0二廠與測量隊合併,第四0一廠維持現狀(丙案)」(0.111);而對本研究案所選取之五大因素施予績效(Performance)及動態(Dynamics)敏感度(Sensitivity)分析之結果,顯示「甲案」無法為其他方案所取代,足以說明「第四0一廠與測量隊合併,第四0二廠維持現狀」為在本研究所選擇之準則條件下之最佳方案。

In this research, AHP (Analytic Hierarchy Process) method was used to explore the evaluation criteria of choosing proposals for merging geospatial intelligent units in Armaments Bureau, MND., while at the same time, to build evaluation structure and model to serve as reference of selecting merging proposals of military adminiatrative and logistic units in the future. Before designing AHP analytic evaluation structure, literature and questionnaires from 15 experts and scholars who have been serving as chiefs or staffs over 10 years in geospatial intelligent units in Armaments Bureau MND., are collected, the Expert Choice 2000 software is then used to examine the consistency of questionnaires. After overall re-evaluateing, weighs are re-calculated and re-sequenced. The result shows that the proposal A: merging 401st and BSB while remaining 402nd unchanged gains the highest score 0.396, which is follwed by proposal D: merging 401st, 402nd as well as BSB scored 0.337. The third is proposal B: merging 401st and 402nd while remaining BSB unchanged scored 0.157 and the last is proposal C: merging 402nd and BSB while remaining 401 unchanged scored 0.111. After analyzing the five factors chosen in this research according to their performance, dynamics and sensitivity, it is clear that merging 401st and BSB while remaining 402nd unchanged is the optimal proposal under criteria chosen in this research.
