鄉村型社區老人健康促進策略之研究:以桃園縣觀音鄉為例

摘要


本研究的主軸在探討鄉村型社區老人健康促進的推動策略及成果檢視。 研究主要採用文獻分析及訪談的質性研究方法,以桃園縣觀音鄉社區老人健康促進推動單位業務主管或承辦人員及社區老人、社區志工以及專家學者為訪談對象。 在不同的文化背景以及不同的社會資源下,社區在推動健康議題上的策略是否符合民眾需求?有無其特殊性?面臨困難時如何去解決?整體的成果如何?是本篇論文想要探討的重點。因此,社區的需求評估以及在地化策略很重要,透過SWOT分析瞭解社區健康環境優點、缺點、機會和威脅,進而規劃合宜的健康促進策略,並期望能達到最大效益。 本篇論文針對參與桃園縣觀音鄉社區老人健康促進之公部門、民間團體業務主管或承辦人員以及社區老人、社區志工和專家學者進行訪談之結果分析,提出八項之建議: 一、政策支持策略; 二、地方機關建立跨部門協調機制; 三、健康議題的推展多元化調整; 四、強化落實衛生教育、社區教育; 五、建立「社區老人健康促進工作模式」; 六、採高效益團體推動健康議題; 七、建立『在地志工終生服務』網絡; 八、調整基層衛生關機的角色與功能。

The main axis of this research is to fine out strategies for health promotion of rural elders and the outcomes.The research used literature review and qualitative research methods. We interviewed health promoter, health contractor and people in charge of the promotion unit in Guanyin, Taoyuan County. Community elders in Guanyin, Taoyuan County, volunteers, experts and scholars were also included.Under the different cultural background and different social resources, The same issues of health promotion strategies will meet the same needs of people in different communities? Whether there is particularity? How to solve the difficulties faced? What are the overall effects? These are the aims of this study. Therefore, the assessment of community needs and the strategy that is culture competent to the community is important. We look forward to achieve the great benefits by using SWOT. To understand the strengths, weaknesses, opportunities and threats of the community and healthy environment, so as to plan appropriate health promotion strategies. In this study, interviews were conducted of participants in elder health promotion of the public sector, civil organizations, medical institutions, contractors or persons in charge, community residents and experts in Guanyin, Taoyuan County. The results were analyzed and eighth recommendations were suggested as the following:First, to find out the supporting government policy; Second, to establish inter-sect oral coordination mechanisms; Third, to adjust the expansion of diversity in health issues; Fourth, to intensify the practice of health education and community education; Fifth, to establish the working model of health promotion of community elders; Sixth, the adoption of high-efficiency group to impulse health issues; Seventh, the setting up of network of local volunteer permanent service; Eighth, to adjust the role and function of primary care public health organizations.
