自費健檢中心之流程再造-以台北市某醫院為例

摘要


再造是一種由來已久的管理哲學,且在19世紀提出了「使流程最優」的「在造」思想。而流程再造是基於為滿足用戶需要的服務、系統化的改進企業流程的一種哲學。 由於全球經營的環境不斷的改變,使得醫療產業不得不跟著變。健保的總額支付制度,使醫療院所為了營收,紛紛加入自費健檢的行列。但如何在已經有的制度下突破,也就需要流程的再造來完成。 個案醫院自費健檢中心的收入一直無法達到院方BSC的要求,且滿意度調查的滿意度也一直不如預期的好,所以提出此研究。本個案研究以質性研究方法蒐集及分析資料,來發現及探討不合理急需改善的地方,並且建立一個新的流程。 預期將可以降低受檢者的等待時間、增加顧客滿意度及收入之效益提升,來改善個案醫院之自費健檢中心之現況。

Business process re-engineering (BPR) has been one of the major focuses in business field; moreover, the concept of “the optimal process” was proposed in the 19th century. BPR is built up on the basis of fulfilling the needs of customers and improvement of business process in a systemic way. Significance in BPR is physically defined as following: 70% of production cycle, 40% of cost reduction, and 40% of enhancing customer satisfaction, product quality and total income. Due to the continuing change of the global business environment, medical industry has to catch up with the change. Hospitals decided to take self-paid physical exams in order to increase income. However, how to break through the existing system takes BPR to complete. The hospital in the study has had the difficulty of increasing the income of self-paid health exams and its satisfaction survey has been far beyond expectation. This case study is to collect and analyze data qualitatively to discover and discuss something unfair and needing improvement so as to build up a new process.
