財富管理業務自2000年以來,即成為我國一般社會大眾最感興趣的話題,同樣的也是金融業最熱門的業務。十幾年來,為因應金融市場的瞬息萬變及業者需求,主管機關亦多次修法,驥盼這項新業務為金融機構帶來商機,開創無風險業務收入之餘,也能夠為普羅大眾帶來財富,並減少期間所產生的糾紛與衝突。 我國銀行業、證券業及壽險業為金融業三大領域,雖同屬我國金融業最高行政主管機關行政院金融監督管理委員會(金管會)所管轄,但各自命運與發展卻大不相同!以財富管理業務而論,銀行業雖是最早為金管會核准辦理此項業務之金融機構,但證券業及壽險業也都在一年內,相繼為金管會核准得以辦理財富管理業務;但由於後續各項法令的修改與配套進展於各業不同,造成現今銀行業、證券業及壽險業在財富管理業務上有極大的懸殊。 本研究從現今銀行業及證券業發展財富管理業務的過程與現況,探討壽險業目前發展財富管理業務可能遇到的法令限制與困境,及其未來欲成功發展財富管理業務的關鍵因素;最後,以目前實務上在壽險從業人員規劃運用的兩個財富管理個案,分析壽險業可能的市場利基;並對主管機關、壽險業者及投資人提出建言。
