應用模糊分析網路程序法評估於供應商之關鍵因素-以A公司為例

摘要


近年來資訊系統對企業日益重要,但隨著環境的改變,科技技術進步迅速,資訊部門則面臨沉重的壓力,除了需要維護目前既有的資訊系統運作外,一方面必須開發或更新新的資訊系統來符合企業及使用者需求,而另一方面又需要面臨資訊系統的整合與相容性的問題等等。因此資訊部門常常面臨的的問題就是資訊人員的不足、專業的知識技能是否充足與提升,以及流動率大等等因素,而導致問題無法立即解決且週而復始的發生等等。由於資訊專業人才培養不易,選擇將部分資訊系統委外給專業的資訊服務廠商,則可將人力資源管理成本、專業技能培養成本及人員異動所造成的風險,部分轉嫁到資訊服務廠商,因此資訊系統委外所帶來的間接利益及提昇企業競爭力才是最重要的。 當組織進行部分資訊系統委外過程時,最見的問題為:一、如何選擇委外廠商?二、其委外廠商評選準則為何?三、不同的委外類型,是否有其不同之準則、而其權重又為何等等?由於委外廠商的素質良莠不齊,每種產業評選準則不一,因而導致委外績效不佳,將造成公司業績與商譽莫大的損失及衝擊等等。透過以往委外評估的研究,往往大都假設評選構面及準則為各自獨立,卻忽略評選構面及準則間,是否會出現相依及回饋的情況產生,針對網路的相對關係與權重問題較為複雜,本研究先透過訪談A公司資深的資訊部經理及資深的採購處長而篩選出委外評選準則相依性;再採用模糊分析網路程序法(Fuzzy analytic network process, FANP)篩選出委外評選準則權重順序。 本研究結果提供了A公司資訊系統委外於評選廠商時,須著重的參考指標;相對的,也可給承包商在爭取該A公司資訊系統委外機會的同時,所需加強努力及評估的重點方向;最後將可造成A公司及委外廠商雙贏的局面。

In recent years, increasingly important for information systems of enterprise, but with the changes in the environment, science and technology technical progress rapidly, the IT department is face temporary heavy pressure force, in addition to order need to maintain currently existing information systems operation, on the one hand must be developed or update new information system to meet business and user needs, while on the other hand, they need to face the integration of information systems and compatibility issues. Therefore, IT departments is often faced with the problem is that IT staff shortage, professional knowledge and skills adequacy and upgrading, as well as high rate of turnover among other factors, caused the problem can not be resolved immediately and the cycle of happened, and so on. As IT professional training is not easy to choose the part of the information system outsourcing to a professional information service companies, it can be human resource management costs, professional skills development costs and personnel transaction risks posed, in part transferred to information services companies, so information system outsourcing brings indirect benefits and enhance the competitiveness of enterprises is the most important. When organizations conducting part of the information system outsourcing process, the most common problems: First, how to choose the outsourcing vendor? Second, the outsourcing vendor selection criteria? Three, different outsourcing type, and whether have different standards, but its weight and why so? Because different quality outsourcing vendors, selection criteria for each industry varies, resulting in poor performance of outsourcing, performance of the company will result great loss of goodwill and shock and so on. Through the past outsourcing evaluation studies often assume that most dimensions and criteria for the selection of independent, but ignored and criteria for selection of dimensions between dependency and whether there will be generated feedback situations for the relative relationship between the network and the weight problem is more complex this study first through interviews with senior manager of Information Technology of Company and a senior director of procurement department for the selection criteria on sorting outsourcing dependency; then using fuzzy analytic network process (Fuzzy Analytic Network Process, FANP) sorted outsourcing Award criteria weights order. The results of this study provide A company information systems outsourcing in the selection of vendors, it should be focused on the reference index; relative, may also be to the contractor in the fight for the A company's information system outsourcing opportunities, and necessary to strengthen its effort and assessment key directions; finally, can cause Company A and outsourcing vendors win-win situation.
