摘要

研發國際化的趨勢之下，促進跨國企業建立海外研發網絡，海外研發網絡即為廠商與地主國當地研究機構或大學、原物料供應商或顧客的研發合作關係，亦即廠商與地主國區域創新系統的互動。然而過去研發國際化的研究大多討論地主國區位優勢包括市場規模、生產與科技條件能有效誘發廠商海外研發投資，或影響廠商海外研發投資據點的區位選擇，少有深入探討地主國區域創新系統對廠商海外研發網絡的影響。依循Autio（1998）的概念，本研究強調廠商海外研發網絡與地主國區域創新系統有密切關係，本文以中國區域創新系統發展與台商大陸研發網絡的對應關係為研究主軸。
本研究運用經濟部投審會2002-04年「大陸投資事業營運狀況調查」資料，檢驗與分析中國區域創新系統發展對台商大陸研發網絡之影響。實證結果顯示，區域創新系統為台商大陸研發網絡之重要影響因素，研究發現，由於環渤海、長江三角洲、珠江三角洲區域創新子系統的發展具有差異性，影響台商採取型態不同的海外研發網絡。相對於珠江三角洲區域，台商在環渤海區域與長江三角洲區域較有機會建立技術擴張類型的研發合作網絡關係，主要在於其知識產生與擴散子系統較為活躍。

The ongoing of internationalization of R&D accelerates MNC’s to organize their offshore R&D networks. It refers to MNC’s R&D cooperation with local material suppliers, clients, high education units, and research institutions in host country. In looking at locational choice of offshore R&D, prior research mainly focus on location advantage of host country, including size of local market, indigenous technologies, or production skills that attract the overseas R&D investment by MNCs. However, the current literature rarely examines the effect of regional innovation systems of host country in determining MNCs’ overseas R&D network. In light of the regional innovation system composition theories, the study tends to explore the regional innovation systems of China and further examines the impact on Taiwan-based firms’ R&D networks in China.
Drawing on the databank of the Investment Commission, Ministry of Economic Affairs, Taiwan, and according to the empirical evidence, the study confirms the important effect of regional innovation system upon their offshore R&D networks. With comparison with Pearl River Delta region, Taiwan-based firms in Bo-Hai Rim region and Yangtze River Delta region tend to adopt the technology augmentation type of overseas R&D network. This is because local knowledge generation and diffusion subsystems in two regions work more actively.
