非營利組織的公益策略規劃:以財團法人黃烈火社會福利基金會為例

摘要


台灣的非營利部門,最近幾十年來呈蓬勃發展,深受政府與社會的重視。隨著全球化與資訊科技發展,各類型「非營利組織」也逐漸蓬勃起來,展現出一種社會特質,有別於政府部門和企業部門,具有主動、創新、與公共性的組織特質,從社會趨勢來看,台灣在全球化的推波助瀾之下,非營利組織將在未來扮演愈來愈重要的角色。 「非營利組織」的相關議題在近來年受到各界的高度重視,但是非營利組織公益策略規劃部份,則為人所忽略,或僅視其為組織管理的一部份。非營利組織如何運用策略規劃?在運作過程中可能發生的困難及問題是每個組織所關心的問題,非營利組織的發展與社會需求有高度密切相關,而其中的社會福利機構更是要面臨許多社會問題及時且廣泛的需求。 本研究以「非營利組織公益策略規劃」為研究主題,選擇「財團法人黃烈火社會福利基金會」為研究個案,採用質性研究方法以管理階層、執行層面,及大眾參與層面進行深度訪談,共完成訪談樣本13位。期能釐清策略規劃在非營利組織推展公益活動歷程中,所造成的影響效果,以及社會大眾認同的社會形象。 有鑑於現今非營利組織的發展迅速,其推展之公益活動益更加的多元化,為了避免公益手法之扭曲,基於推展公益活動發展之策略規劃執行,希望能透過本研究結果給予更多的組織機構,在未來辦理各項公益活動時能有更完善的機制,以期帶給社會大眾更佳的服務品質。

Non-Profit Organizations in Taiwan have become more popular and important in recent decades. More and more Taiwanese people are willing to involve their time and money on non-profit organizations to helping the society. As we could foresee, it will have more and more important roles in Taiwan as we are become a globalize country. In recent years, the relevant topic of “Non-Profit Organization” receives a great attentions from all walks of life. Unfortunately, we usually neglect the public service tactics and see it as part of organizational management. How does non-profit organization use the tactics to plan? Contingent difficulties and problems are the most cares by organization in the course of operation. The development between non-profit organization and social demand are highly closed to each other, and the prompt and extensive demand among social welfare organization should face a lot of social concerns especially. Our case studying is base on Non-Profit Organization of public service tactics plan as subject. We choose “Hwang Lieh-Ho Social Welfare Foundation.”as major research base. It adopt the quality research approach on its management, carry out the aspect, and the masses participate in the aspect and carry on depth interview. Altogether, we have 13 interviewers in the study. By using this study, we expect to influence people to promote public activities and social images on Taiwan’s non-profit organization. Currently, more and more non-profit organizations have established, they creates variety public activity benefits. In order to avoid the distortion of the tactics of public service, we plan to be carried out on the basis of the tactics of promoting for the development of public activities. Base on our study result, we hope to offer guidelines while non-profit organization handles public activity to provide better service quality to the people in the future.
