以平衡計分卡架構探討公立醫院從業人員對醫院策略及績效表現之認知

摘要


本研究的主要目的是為評估由兩家規模大小相近而合而為一的區域教學醫院,在合併兩年後,探討兩院員工對醫院經營策略、經營績效之認知上作統計性的分析及比較。利用平衡計分卡的觀念設計問卷,再以員工作為問卷對象,最後再加以統計分析。第一部分為經營策略上認知之差異;第二部分為經營績效上認知之差異,分別比較兩院區之間、男女之間、醫護人員與非醫護人員之間、主管與非主管之間及各年齡間的差異。 研究結果顯示,樣本醫院員工對醫院所採取之策略型態的認知,偏向為被動的防禦者策略為主要路線:對於主動積極、創新及衝刺績效之前瞻者策略認知上最弱。多數員工認知為醫院採取高度集權化的經營方式,且由高階管理者全權負責經營成效是普遍性的認知。此項透露出員工在醫院經營責任上的心態,可推論員工對醫院的責任感與向心力是低落的。 樣本醫院員工對於績效評估指標關係的認知上,發現醫療部門相對於非醫療部門,有明顯的較不重視績效評估指標的現象,且越具有高學歷者越不重視。此狀況可解讀為該院醫療部門存在著重醫療輕管理的現象,而且績效評估指標的代表性也較不受高學歷者的青睞。

Aim: The aim of this study is to compare and statistical analysis the hospital worker concept about hospital management strategy, management efficiency and perception between now and two years ago before merging of two separate hospitals. Balance card concept was use in the design of questionnaire together with worker work was also included in the questionnaire. These were then analyzed statistically. First part was about different perception in management strategy; second part was about different perception in management efficiency. Different between the two hospital regions; between both sex; between medical personnel and non-medical personnel, between manager and non-manager, also between different age group. Results: Sample worker attitude and perception toward hospital strategy was toward passive defender strategy: Weakest in aggressive, creative and active prospector strategy. Most workers think that hospital management was more center powered and dictatorship type. Most workers percept that high post manager hold the whole responsible for management efficiency. This item show worker attitude toward responsibility of hospital management. It suggested that worker attitude of responsibility and loyalty toward hospital is very low. Discussion and Suggestions: Sample worker perception toward index relationship of management efficiency evaluation showed that medical personnel was less care about the indicator, less in those with higher education degree. This show that medical department stress more on medical care and less on management and those with higher degree care less about management efficiency index.
