聚落保存策略之研究：以澎湖望安中社村為例

摘要

望安中社聚落，因國內學者與地方居民聯合推動而進入國際文化資產論壇，且適逢
新版「文化資產保存法」修正通過，故此有關傳統聚落保存的課題在此刻尤顯重要；中
社村被認為將是國內第一個依照新版「文化資產保存法」推動的聚落保存案例，因此本
研究乃基於此關鍵時刻，而進行聚落保存之學術性研究。
藉由田野調查可知中社村有形、無形文化資產的多樣與豐富性，應來自人們對過往
的深刻記憶與該地風土環境顯著的歷史紋理，是中社村不同於其他台灣村落的保存價
值。再者，因不當的地方建設反而促成在地與旅外居民更清楚捍衛家園的重要性，因此
從80年代「民俗村計劃」、2003年「百大事件」以及地方建設等議題，以直接、問接方
式促使居民普遍對整體風貌保存具有相當共識，是當地未來推動聚落保存的優勢所在，
也符合新版文資法與國際憲章強調民眾參與的民意基礎。
本研究嘗試鋪陳地方社群對聚落保存的不同態度與需求，並從研究角度提出土地使
用管制、分區規劃及個別議題處理等方式以保全整體聚落風貌；其次，從研究中歸納聚
落保存計畫必須是跨年度、長時間的整體計畫，故擬訂保存架構、貫徹保存精神是當代
文資保存不能再忽視的要領；第三，以小而美的計畫逐步推動、修護策略的比例原則以
及滿足所有權人與在地居民的配套措施等，則是執行時的指導原則。總言之，研究是為
了提出一種合宜於當地的保存願景，策略則是拉近遠景與實際的方法，希望藉此研究可
提供未來實質規劃操作的微薄參考。

On February 2005, Revision of "Cultural Properties Preserving Act" was announced. The
impact on "settlement conservation" are including 4 points:（1）the cletinition of setuement
conservation is clearer than before;（2）the main supervisor is council for cultural ariairs; （3）
the designation is accepts local people or NGO to decide;（4）emphasized the spirit of
participation for planning the maintenance, continuing operation else. It regards the localized,
individualized, dynamic approach.

2003, an international NPO promoted Taiwan cultural properties of Jhongshe in the World
Monument Watch program. This event caused Taiwan government was pushed ahead with the
conserving of Jhongshe. The study summaries the framework of conservation, reusing historic
building, local economic redevelopment, and improve infrastructure and administration else.
On the further side of conserving, would be corporate different communities for conservation
＆ adaptive use plan.

Jhoncshe village conserving＆adapting plan must be integrated approach. It consolidated the
characters of settlement conservation are dynamic, long-term and changeable. Finally,
community consciousness is the key-point of adaptive management. We suggest that
"Community Empowerment Act" might be figure out this issue tnat wasn't mentioned in
Revision of Cultural Properties Preserving Act.
