摘要

近數十年來，台灣社會日趨多元與複雜化，政府、企業組織兩大部門之外，蓬勃發展的社區非營利組織，結合了多元的資源，發揮民間的力量，共同來解決問題，逐漸獲得重視與認同。
社區非營利組織建立與本身願景相關的產業經營，達到經費自主、實現使命及願景，其目的在於：
一、創造提昇生活品質的機會。
二、可持續的操作。
三、針對社區需求，研發具有創意、經濟效益的解決策略，並落實於就業及教育領域。
四、訓練社區居民建立正確的價值觀及操作策略，以擴大影響逐漸增加的受益族群。
本文針對社區組織產業化狀況作一探索性的研究，藉由文獻的檢閱，來瞭解國際非營利組織產業化的的論述，並透過台灣國內社區非營利組織－台北市北投文化基金會，長期參與觀察、資料分析與實地訪談等，探討台灣社區產業化可能會面臨的狀況、問題及與社區發展的影響，期望在概念與實務的對照下，更進一步瞭解台灣社區產業發展歷程。
從北投社區組織產業化的過程中，我們研究發現其實務操作策略，分析如下：
一、發展生產經營機制，更要注意公益價值與公益利益的分配。
二、運用微笑理論。
三、面對殘酷現實，但絕不喪失信心。
四、從刺蝟原則到跨部門合作。

For several decades, the society of Taiwan has become more pluralistic and complicated. Except the two major departments, the government and enterprise organization, vigorous community nonprofit organizations which combine plural resources, develop folk strength and solve the problem together has gradually gained public recognition.

These nonprofit organizations set up and manage correlated industry, reaching funds independence, fulfilling their vision, and their purpose lie in :
1.To improve the quality of living of residents.
2.To create economical and creative solutions to meet community needs and implement in employment and education field.
3.To train the community residents to set up a correct values concept and operation strategy in order to influence the growing number of beneficiaries

This text does an exploratory research to the industrialization of community organization and with the review of documents, we can understand the present situation and theory of international industrialization of nonprofit organization. The Beitou Cultural Foundation, the domestic community's nonprofit organization of Taiwan, has participated in observing , analysis and interview , etc. for a long time, probed into the situation and problem which may face in industrialization of community nonprofit organization and its influence on community development in Taiwan. We hope that under the contrast of the concept and practice, we can further understand the developing process of the industrialization of community organization.

In the course of industrialization of Beitou community, we discover the practical operation strategy and analyze as follows:
1.To develop production operating mechanism and should pay more attention to public good value and distribution of public interests.
2.To use the smiling theory.
3.Never lose confidence in the face of cruel reality.
4.To operate intersectoral collaboration.
