以使用者為中心建構衛生所醫令資訊系統之研究

摘要
隨著資訊科技的進步，醫令資訊系統幾乎取代了手寫處方。藉著電腦快速的資料處理能力，部份病人安全也可由醫令系統大加改善。對基層醫療診所而言，限於經費與資訊人力，只能就數種市佔率較高的醫療作業系統套裝軟體擇一使用。以使用者為中心的觀點來看，這些套裝軟體並無法提供快速而即時的維護能力，對藥物相互作用、錯誤處方、健保申報預審等也沒有較友善的人機介面。 全國所有衛生所目前都使用資策會開發之衛生所醫療保健資訊系統，簡稱PHIS，日常維護則由各處醫療資訊網服務中心負責，一般多以S.C.稱之。PHIS雖然會機動依健保局有關規定修改，但時程至少以月計算，對操作上出現的問題的改善也曠時費日。無法滿足對以醫師為使用者的要求或期待。 研究者利用dBase III 開發名稱為Dr-HIS之醫令資訊系統，對於操作上出現之問題可在1-2小時內解決，速度快捷，對病人安全或健保申報預審也有多項功能。利用層級分析方法，以logical decision for window作為決策工具也證明Dr-HIS 相較於PHIS 或健保局之EZ-HIS 都有較佳之表現。
