1994年在高雄成立了國內第一家公設民營老人住宅"崧鶴樓",陸續成立了台南長青老人公寓(1996) 、台北市陽明老人公寓(1998) 、新北市五股老人公寓(2001) 、台北市朱崙老人公寓(2006)。崧鶴樓成立至今已二十年,這二十年來養老趨勢已漸漸從養兒防老、含飴弄孫到獨立自主、有尊嚴的退休生活。崧鶴樓是否能滿足這樣的需求?高齡者的生活型態因健康狀況及家庭因素而多樣化,所以老人福利法第33條: “直轄市、縣(市)主管機關應推動適合老人安居之住宅。前 項住宅設施應以小規模、融入社區及多機能之原則規劃辦理”。崧鶴樓是否能符合這樣的需求? 本研究將探討高雄地區推動老人住宅之狀況及課題,並以崧鶴樓為例,探討其興辦及經營運作之機制,對於未來推動公設民營老人住宅策略進行建議。 台灣南部的房屋自有率較高及房租較便宜,是否會導致老人住宅入住率較低。經本研究探討結果,住在崧鶴樓的長輩不會因上述的兩個因素而不入住,並且覺得高齡者的生活除了硬體的建築空間外,再加上硬體內的無障礙、友善且獨立自主空間的設計,當然軟體的經營管理及親切服務,還要有人陪伴不孤單,生活機能好,交通便利方便親友探視,費用合理負擔得起,是他們選擇入住老人住宅,而且把老人住宅視為最終住所,不肯輕易遷移的重要因素。 從研究分析了解崧鶴樓的模式應是可操作的。由於高雄市的老年人口比例高於全國,透過本研究了解公設民營老人住宅設置之可行性,期盼能讓與日俱增的高齡人口多一項老年生活選擇。
Song-Her House, founded in 1994 in Kaohsiung, is the first government-instituted, operated privately (GI-OP) senior residence for the elderly in Taiwan. During the next decade from 1994, there were similar residences established one after another as following: The Evergreen Apartments in Tainan(1996); Yangming Senior Apartment in Taipei (1998); Wugu Senior Apartment in New Taipei City (2001); Zhu-Lun Senior Apartment in Taipei (2006). Song-Her House has been established for twenty years, while during the past two decades, the trend of how to live the elderly lives has changed gradually from living together with children and grandchildren in one’s own home to be living in an independent and dignified retirement life. Can Song-Her House meet this demand? The lifestyle of the elders diversifies due to different health and family conditions. Article 33 in the Senior Citizens Welfare Act: “The municipal and city/county authorities concerned shall promote the accommodations that are suitable to elders. The accommodations stated in preceding sentence must be built as small-scale, must be community-blend and must be multi-functional”. Can Song-Her House meet this regulation? This study will explore the Kaohsiung area, promote the status of the elders housing issues and take Song-Her House as an example to explore the setting-up and operating mechanism of GI-OP elders’ residences. Furthermore, we will make suggestion for the more efficient management strategy of those GI-OP residences in the future. In southern Taiwan, will both the higher housing ownership rate and cheaper rent result in a lower occupancy rate for the elders’ residences? This study shows the answer is negative. Moreover, the comfortable living space in Song-Her House is friendly and accessible for the disabled. The elders staying in Song-Her House also take the following factors as important considerations to stay longer: independence and privacy; friendly services; having companions to avoid loneliness; good living environments; convenient transportation system for friends and families to visit; reasonable and affordable housing costs. Once the elders move into Song-Her House, they would like to stay longer. Song-Her House is an easily replicated paradigm.the proportion of elderly population in Kaohsiung is higher than any other area in Taiwan. Finally, this study suggests that more elders’ residences will be established to satisfy the increasing population of senior citizens for the elders’living more options.
