台灣航空器維修廠站維修績效評估之研究

摘要


本研究利用資料包絡分析法評估台灣航空器維修公司的維修績效,以所屬5個航空器維修廠,於2008年期間內,依據資源管理數據及財務報表的投入項數據,探討各航空器維修廠的維修效率。 主要目的是探討航空器維修廠的維修績效管理,並瞭解效率評估的各種方法,以及對於達到效率前緣的單位所應具備的條件。研究流程由研究對象問題的確定、決策單位之選擇、投入及產出項之篩選及蒐集,之後使用英國BanxiaSoftware公司的Frontier Analyst Pro 4(75 unit)軟體,經由DEA的CCR模式及BCC模式,探討各受評單位的總體效率、純技術效率及規模效率,並評估其規模報酬。應用參考群體分析、差額變數分析評估決策單位投入與產出項之間的整體效率,以對相對無效率之單位進行改善分析。由研究得知A廠平均總體效率為1,為表現最佳的廠,C廠的表現為最差者,平均總體效率僅達0.86,平均技術效率則為0.97。 麥氏指數用以衡量不同時期決策單位的總要素生產力的比較,以分析航空器維修廠的技術變革及技術效率變動的發展趨勢,由研究結果得知A、B、D廠總要素生產力平均都>1,而E、C廠則是技術變革<1,生產技術呈現衰退趨勢。 分析研究結果,並提出改善建議,提供予航空器維修廠管理人作為制定營運決策、績效衡量以及資源分配的學術與實務相結合的重要依據及指標。

In this research, Adopts the efficiency measuring mode of Data Envelopment Analysis (DEA) to analyze the performance efficiency of the five aviation repair stations in Taiwan. During the period in 2008, We collect the data of the input resource management and the financial statements to explore the performance efficiency with the aviation repair station in accordance with the time period. The main purpose is to explore the aviation repair stations performance management and understanding the efficiency assessment of various methods. Also, we try to find out the efficient frontier conditions for each DMUs to reach. The research process first is to determine the problem, then choose the Decision Making Units. Secondly, we choose and collect the inputs (Man-hour, Staff quantity, Maintenance cost, Training ratio, Enter quantity ) and outputs (leave quantity, profit) of the resources. After that, Frontier Analyst Pro 4 published by British Banxia Software company software is applied. We utilize CCR model of DEA and BCC model to explore the assessment of the units affected by the overall efficiency, pure technical efficiency, scale efficiency, and assess their returns to scale. By using reference group analysis and slack analysis, we evaluate the efficiency of DMUs’ input and output and improve the inefficiency units as the theory basis. We conclude these results: (1) The average overall efficiency of the repair station A is 1, which is the best performance. (2) The repair station C is the worst. (3) The average overall efficiency merely reaches to 0.86. (4) The average technical efficiency reach to 0.97. The goal of the Malmquist index is to evaluate the total factor productivity of the DMUs at different times. We analyze the development trend of the technical efficiency change and technique change of the aviation repair station. The informed by research, the Malmquist indices of repair station A,B,D were more than 1 as well. The Malmquist indices of repair station E,C were less than1, it was mainly the production technology retrogresses. Based on the research findings, we conclude the improvement suggestions and guideline for the managers. These findings greatly help the aviation repair company making the management strategy, performance evaluating and distributing the resource.
