明星學區對周邊房地產價格之影響-以高雄市鳳山區為例

摘要


當今社會中父母對孩子的教育問題相當關心,不論台灣還是大陸,尤其是 少子化因素,自然就會造成父母望子成龍、望女成鳳的心態,至於從小對孩子教育就會由其慎重。但回歸正題,主要探討範圍在台灣。在升學競爭激烈的台灣地區。為孩子找到好學校,是許多父母選擇住家區位的重要考量之一。但因學區制度管制,使得擁有明星學區內的房地產逐漸成為進入明星學區就讀的條件。在一般認知中,爭先購置房地產行為,進而使明星學區內的房價高於非明星學區,因此本研究透過實際資料佐證,來檢視房價是否因「明星學區」的加持,而造成溢價的效果。 從高雄市民政局調查結果顯示中,高雄市人口密集度最高為鳳山區(分為 鳳山一、鳳山二),次為三民區(三民一、三民二)。故本文研究就以高雄市鳳山區作為研究對象,資料來源則取自「內政部不動產交易實價查詢服務網」與信義房屋網成交行情之高雄市鳳山區房屋交易作為實證研究樣本。而研究期間為以 2015 年第一季到 2016 年第四季公開資料。由於國內文獻探討地區大多位於台北,故本研究採用文獻回顧法、統計分析以及深度訪談等方式,來進行分析;再依據專家問卷來做印證探討,探討鳳山區內的明星學區對房價之影響程度,看能不能得出不同國內文獻結果。至於明星學區的界定,依「高雄市教育局」所公布的管制學校,定義為明星學校。 最後實證結果顯示,因受地域稟賦差異,對房地產價格產生不同的影響, 但位於明星學區內之房價確實仍比非明星學區房價穩定,且雖同為明星學區,但因熱門程度不同,對房價影響也會造成差異。不過就目前教育制度總體來講,明星學區比非明星學區仍較具保值性,且此一結果亦符合國內外學者研究結果,優質學區能帶動房價的成長。

Nowadays most parents are very concerned about their children's education environment,regardless of Taiwan or China. Especially because of the Low-Birth Rate, parents hope their children will have a bright future inevitably, and be much careful on the child education. Back to the topic, Taiwan is the main scope of this research. The education environment in Taiwan is hyper-competitive. To apply a better school for children is one of the most important concerns for parents to select a house to live. However, the unwritten condition of studying in star school has gradually formed that one with real estate at the star school district is required. In the general perception, the action of rushing to purchase real estate makes the real estate price in star school district higher than in regular school district. The research is to examine to the variables in different school district that affect price of the real estate. The survey results of Civil Affairs Bureau, Kaohsiung City Government shows that Feng-Shan District is the highest population density in Kaohsiung City, and the next is SanMin District. This paper will take up the Feng-Shan district of Kaohsiung City as the research object. The empirical research samples are from 2015 Q1 to 2016 Q4 in Feng-Shan district of Kaohsiung city according to the real estate transaction query website, the Ministry of the Interior and Xinyi housing network transactions Quotes. As the domestic literature to explore the region mostly located in Taipei, so this study uses literature review, statistical analysis and in-depth interviews, etc. to analyze. And then according to the expert questionnaire to verify the impact of the star school district on the degree of housing prices, to see if the results would be different domestic literature or not. In addition, we define the star school as “control school” that announced by Department of Education of Kaohsiung City Government. The result indicates that the house prices located in star school districts are significantly stabler than the ones located in non-star schools. Generally, in the current education system, the star school district is still easily to keep value than the non-star school district. Evidently, these results are consistent with some other studies that a high-quality school district may stimulate the growth of the real estate prices in the neighborhood.
