近年來,非營利事業舞弊案件層出不窮,美國於1994年,有色人種協進會,其執行總監因將經費挪為私用而下臺。1995年,美國聯合勸募的前任總裁騙取120多萬美元。在台灣本年(2011年)4月,發生醫療器採購弊案。種種跡象顯示了財務資訊的揭露在非營利組織成為一大議題,且對於其監督機制之探討則刻不容緩,而當中具有公信力的第三人即為簽證會計師。本研究欲了解財團法人醫院在選任簽證會計師事務所之考量因素和事務所規模大小是否有正向關係,資料取自於民國95年至民國98年衛生署公佈之財團法人財務資料,扣除資料不齊全、未開始營運及已停止營業之醫院,共計四年35間140筆資料作為研究樣本。實證結果顯示財團法人醫院當「醫院收入淨額」愈大及當醫院屬性為「企業型」或「宗教型」醫院時以及當醫院所於中北部之醫院及其醫院設立年度在民國84年以後也就是在健保制度設立後所設立之醫院,相較於「收入淨額」較小、 「一般型」 、 「位於中南部」及在84年以前設立之醫院,愈易選擇四大事務所簽證。 本研究結果可作為衛生署制定相關法則或政府其他機關在制定非營利組織選任會計師政策時之考量。
Maladministration has become more recently found in non-profit organizations. The importance of "Accountability", "Transparency" and the discussion of supervision programs of non-profit organizations are critical, these even open the discussion of opening financial information to the public, and the most reliable third individual are the CPAs. This research uses Logistic Regression to analyze 140 data of 35 Medical foundations' 4 years operation, finding that Medical foundations which have high profits, being entrepreneurial or religious and located in the mid-south of Taiwan are more likely to choose the Big Four Accountants. The result could be used by the Department of Health or other government departments to establish the law for non-profit organization contacting CPA.
