Assessing Performance of Taiwan Hospital Using Data Envelopment Analysis: In View of Ownership

摘要

由於台灣經濟高速發展，國民對於健康的要求亦越來越多，因此醫療的意識和觀念越來越被大眾重視。在醫院經營層面，醫院規模和提高效率皆是醫院管理者關切的議題。為了能使醫院達到合適的規模以及效率有效的提升，會依據所有權理論的不同而對於公私立醫院的效率相關產生影響以及差異，目的是評估台灣公立與私立醫院的效率以及探討其對醫院效率的影響。並且通過醫院組織特性，地理環境的分析了解醫院之間的差異性，讓相對無效率的醫院有比較的依據可以進行改善。藉由資料包絡分析法以及Tobit截斷回歸分析方法分析比較182所醫院的效率，發現私立醫院效率較公立醫院佳，透過Mann-Whitney檢定驗證所有權間是有明顯差異的。

With rapid economic development in Taiwan, citizens are having more demands on health. Therefore, people have greater awareness of healthcare and are paying more attention to it. From the perspective of hospital management, the scale of hospitals and efficiency improvement are concerns to hospital managers. To make hospitals reach proper scales and to effectively improve the efficiency, the extents of efficiency will differ between public and private hospitals according to different ownerships. The thesis aims to evaluate the efficiency of public and private hospitals and to investigate their influences of efficiency on hospitals. The differences between hospitals can be understood by analyzing the features of organizations of hospitals and the geographic environments. In this way, hospitals with relative low efficiency are able to make improvements according to concrete evidences. By means of data envelopment analysis and Tobit regression, the efficiency scores of 182 hospitals in Taiwan are compared. The results show that private hospitals are more efficient than public hospitals in the first stage. In addition, we also conducted Tobit regression to indicate that there are differences between ownerships in market competition and the average length of stay in the second stage.
