地層下陷敏感區土地開發適宜性之評估

摘要

台灣土地面積有限，土地開發觸角不得不往邊際土地伸展，惟若該地區土地資源具高度敏感性與脆弱性，其土地開發行為，亟需建立一套機制，以確保土地開發之適宜性。
本研究以台灣地層下陷較嚴重之雲林縣沿海地區（台西鄉、四湖鄉、口湖鄉）為研究範圍，首先藉由文獻回顧及研究範圍之發展潛力與限制等資料與圖層，配合相關法令規定，將各因子依影響程度給予權重，並透過地理資訊系統繪製因子評估分級圖；再利用階層性規則組合法及關聯性矩陣進行分析，以瞭解研究區土地之可開發程度。研究中並結合都市計畫法中城鄉發展地區之劃設原則，及現行土地使用之編定，進行土地之適宜性分析。
結果顯示，本研究考量自然環境之發展潛力與限制，並結合土地使用編定、交通可及性、人文社經等各方面條件，以及都市計畫法中城鄉發展地區之劃設原則，得到土地利用適宜開發程度等級區分，將可應用於相關土地開發評估時之參考，並可省時且有方向地做進一步的分析工作。

The land resource is limited in Taiwan and land development has been inevitably moved to vulnerable area and environmental sensitive area. Therefore, a mechanism must be established to insure the land development suitability against improper development.
This research is concentrated in subsidence areas in Yunlin coastal area of Taiwan, including Taixi county, Sihu county and Kouhu county. The weight of each effecting factor was determined by referring the results of previous researches, potential and limitation of local land development, and corresponding regulations. The classification map of factors considered was plotted through the help of geographic information system. Then, the levels of land use were determined by hierarchical combination method and correlation matrix. The corresponding regulations were also considered in the land development suitability.
The results show that the level classifying procedures of the land development suitability proposed by this research is time-saving and effective and can be used in practice in the evaluation of land development.
