新北市林地永續經營管理資訊系統之建置與運用
Construction and Application of Sustainable Management Information System for Forest Lands in New Taipei City
摘要
近年來，因資訊擴散迅速，加上網路無遠弗屆的深入各個階層，民眾愈發重視自身權益，因此，新北市政府部門及民間各界逐漸重視林地資源永續發展問題，而民間自發性的林地資源永續活動，亦不斷地孕育而生，且政府部門所採用的相關永續發展措施也逐一落實，希望能夠將好山好水留給下一代。因此建立一套完善的區域性林地管理資訊系統實屬必要。 本研究選擇以新北市作為研究範圍，新北市人口眾多，工商業發達，相對伴隨而來的林地資源永續發展所面臨的問題是相當多元的。研究中，針對市內所轄的林地資源及林政業務（市有土地管理、保安林地經營管理、公私有林地經營管理、山坡地超限利用處理、漂流木清運計畫、全民造林計畫、植樹活動造林、海岸防風林造林、保安林造林、其他裸露地造林、封溪護魚計畫、原生及珍稀植物復育計畫、野生動物保育及救援、濕地調查及復育計畫、自然保留區經營計畫、竹筍產銷推展、花卉農業推展），透過運用一套結合地理資訊系統、管理資訊系統、資料庫系統及網際網路技術之林地資源管理系統，將林政業務有系統地管理與運作，達到有效管理及永續推展的效果。研究中並針對新北市林地資源永續發展之推動，提出相關之策略。 結果顯示，本研究所建置與運用之林地管理資訊系統，以及林地管理之推動策略，將可提供政府相關單位對於林地管理業務上，或是擬定相關林業政策時，一套有效且完整的系統以資參考與運用。

In recent years, the public paid more attention to his rights and interests due to speedy information spreading and unlimited internet. Therefore, the city government and private sectors gradually have been taking sustainable development of forest lands more seriously. The private sectors began to make a spontaneous offer of help in sustainable development of forest lands. In the mean time, the corresponding polices in sustainable development of forest lands have been carried out by the city government to leave the lush forest to next generation. Consequently, a regional management information system for forest land is necessary to be constructed. New Taipei City owns a large area and population and is highly developed in technology and economy. The tasks to be fulfilled in sustainable development of forest lands are diversified. In this research, geographic information system, management information system, database system and internet were integrated to construct the forest land management system to manage the forest land more effectively and to achieve sustainable use. The corresponding strategies in sustainable development of forest lands were proposed. From the case study, the constructed system and proposed strategies are effective and can be used in practice for city government.
