台灣NGO翻譯人力資源之問題分析

摘要


在台灣,於非政府組織(Non-Governmental Organization, NGO)中擔任志工的人數有逐年上升的趨勢,志工有許多類型,其中翻譯志工的需求量隨著台灣的國際化與台灣NGO觸角向國外延伸的速度快速成長。 台灣NGO使用的語言和企業相同,都是以英文與日文為主。以使用量而言筆譯多於口譯。筆譯方面,交付於翻譯志工的內容多為沒有專業用語的簡單文章,除非已確定其程度的譯者才會給深度較高的文章翻譯。台灣各NGO的翻譯志工人數差異相當大,大型NGO翻譯志工數量充足甚至可以做篩選的動作,然而各NGO並沒有一套篩選譯者標準,判定翻譯志工能力好壞的多為NGO內職員。倘若翻譯志工都無法協助,NGO才會轉而使用付費翻譯服務,但多以熟人為合作對象,一旦與NGO合作過且經驗愉快的譯者大多會繼續合作。資金不足為大多台灣NGO無法給予譯者酬勞的主因,國外政府會補助其NGO翻譯經費,但台灣則無。如政府能給予更多協助,台灣NGO能夠與國外NGO有更多的交流與合作,同時也可以幫台灣創造更多的就業機會,並在目前的政治氛圍下替台灣創造更多國際空間,但這一切都仰賴於具備外語的人才的協助,因此具備外語的人才於NGO佔有非常重要的地位。

In Taiwan, the number of people who have been involved in voluntary work in Non-Governmental Organizations (NGOs) has increased gradually over the years. Taiwan’s NGOs are growing along with the trend of globalization and are reaching out to NGOs in foreign countries. Therefore, voluntary translators and interpreters, as all other kinds of volunteers, are crucial to NGOs in Taiwan. The most used foreign languages in NGOs are English and Japanese. In terms of demand, translation is higher than interpretation. Voluntary translators are usually given articles that contain no domain knowledge to translate unless their skills in translating in certain domains are well recognized by NGOs. Larger NGOs tend to attract more volunteers. In some of the largest NGOs, volunteers abound; therefore, selections of volunteers based on their capabilities are possible. Without any specific volunteer qualification guidelines, NGOs’ staffs are the ones to evaluate volunteers’ translation or interpretation performance. Due to limited budget, when NGOs need translation or interpretation work done, they would first seek volunteers and then turn to translation companies referred to by acquaintances. If the translation or interpretation is satisfactory, NGOs very likely continue to work with the same translators or interpreters. In some countries, the government subsidizes the cost of translation or interpretation, which is not the case in Taiwan. If provided with more assistance by the government Taiwan’s NGOs will be very likely to help Taiwan reach out to the world and provide employment opportunities for translators and interpreters. People with language skills are of the utmost significance to the Taiwan’s NGOs international interactions and Taiwan’s diplomacy. iv
