台灣產險業經濟效率分析

An Analysis of Economic Efficiency of Property Insurance Industry in Taiwan

摘要

台灣自1980年代末期在金融自由化、國際化的潮流下，政府逐漸開放銀行、證券、保險業等金融機構的設置。在產險業部分，1992年開放新的本國產險公司的設立，而後在1994年全面性開放台灣產險市場，准許各國產險公司來台設立分公司，台灣產險市場競爭趨於白熱化。為了提供安全的財產及責任保障，需要體質健全且實力雄厚的產物保險公司設立存在，讓大眾的權益得以被保障。因此本研究以台灣地區12家產險公司為研究分析對象，分析探討自2000年到2005年共計六年產險業的總成本，利用超越對數函數法，分析影響產險公司總成本的相關要素。研究結果顯示，台灣地區的產險業營業據點越多，總成本越高；且金控所經營之產險公司，較具成本效率。此外，各產險公司不具總規模經濟，但具特定產出規模經濟與範疇經濟。

Taiwan was under the trend of financial liberalization and international liberalization from 1980 terminal, the government gradually opened establishment of such financial instruments as the bank,securities, insurance,etc.In the field of property insurance industry,government alloewd new domestic property insurance companies to establish in 1992, and then comprehensive opening of Taiwan property insurance market in 1994,permitting the foreign property insurance companies to set up branch companies in Taiwan.The keen competition for such insurance market occurred.In order to offer customers' property the security and guarantee, it needs sound and well-rounded insurance companies to set up existence.Twelve property insurance companies of Taiwan are from 2000 to 2005,using the Trancendental Logarithmic Cost Function to study the influences between property insurance the relevant key elements and total costs of property insurance companies.The result of study shows that the more branches,the higher cost.And Financial Holding Corporations running the property insurance business,relatively have cost efficiency.In addition,property insurance companies which do not have overall-scale economies,have product-specific scale economies and scope economies.
