為了提升台灣企業核心價值,經濟部近年來積極推動國內企業在台成立研發中心計畫,期望透過研發中心成立,讓台灣企業能從以往製造為主的競爭優勢轉往至高附加價值的研發能力上,然而計畫執行已邁入第三年,國內企業在台的研發中心實際運作情況是否已達當初預期目標,還有待調查。本研究採用德爾菲法收集產、官、研專家建議,以評估「鼓勵國內企業在台設立研發中心計畫」執行成果,了解目前計畫執行現況並針對未來執行方向提出政策建言。研究結果顯示:(1)在目標適當性方面:專家對於「此計劃助於台灣成為國際研發基地有相當助益」與「2008年研發經費佔GDP 3%目標應上修至3.2%」方面持正面看法;(2)在計畫額外性與衝擊性方面:專家認為「該計畫有助於企業多投入經費於前瞻研究活動」、「長期研究活動」和「經營策略與研發策略整合」等效益;(3)計畫效能方面:專家認為「研發經費佔GDP比重」與「研發中心家數目標達成度」均可達預期目標;(4)未來政策配套與策略發展方面:填卷專家認為未來補助應區別長短期研究補助比例、同時擬定卓越研發中心獎以鼓勵國內企業加速研發中心升級;最後(5)建議參考英國TCS產學合作計畫,縮短產業與學界之差距,解決人才培育問題。
In order to upgrade the R&D capabilities of local enterprises, the Ministry of Economic Affairs (MOEA) of Taiwan, initiated a national R&D program entitled: ‘Encouraging Domestic Company to Set up Corporate R&D Center Program’ in 2002. The purpose of the program aims to encourage local enterprises set up their corporate R&D centers in Taiwan. The government expects Taiwanese enterprises can create more radical innovation rather than incremental innovation which they used to do. However, this program had been implemented for many years. The impacts of the program on Taiwanese innovation system are understudied. This study tries to answer the following questions: (1) Do the R&D centers of local enterprises pour more resources in advanced research than before; (2) Are the goals of this program still far behind or almost achieved? This research deployed Delphi method to collect experts’ opinions in order to provide policy adjustments. Based on the Delphi exercise, the study collected experts’ opinions on the appropriateness, effectiveness, future strategy of the program. The results :(1) The program objectives were appropriate in enhancing 3% national R&D expenditure/GDP; (2) The experts highly agree this program can attract enterprises put more resources in advanced research, long-term research activities and integrating business and R&D strategies; (3) The experts think the goal of R&D intensity of 3% and number of R&D centers can be reached in 2008; (4) Public funding for R&D activities should be differential from long-term to short-term research and; (5) Providing R&D award to foster upgrading of R&D centers of local enterprises. Finally, this research suggests that launching ‘Teaching company scheme’ to bridge the gap of human resources between industry and university.
