E-government: A Case Study of Organizational Learning in Research Funding Agency

摘要


Abstract This research will address the fact that governments around the globe are implementing e-government projects aiming to obtain efficiency and to provide the services its citizen are demanding. Citizens want e-services without any spatial or time restrictions; they need friendly and easy access to applications, with one window stop when possible. Recent literature finds a positive relation between mature levels of e-government and high level of e-government integration. Among successful cases of e-government project implementations Taiwan stands out, It moved up to 13th place in IMD's World Competitiveness Yearbook 2008 and gained 4 positions on its Government Efficiency. The trend of generating a culture of learning and knowledge creation as well as sharing is not only a private corporate matter, but also a strong movement that we can see in the public administration. This trend can be observed as mentioned before by way of E-governments strategies. Furthermore, the organizational learning theories are discussed here, emphasis on the need for organizations to refocus their everyday operations on learning and knowledge creation, which could be the most essential issues for any private organizations or public administration agencies today. IS (Information System) developing can present an opportunity for higher order learning. In light of the previous, this research studied the general elements of the process of developing and implementing an online application and how MIS Departments’ operations help on the organizational learning. The new concept of an organization has to be that of a knowledge creating system, where a learning attitude is evident through the adoption of new paradigms, values and behaviors toward the use of technology elements in their everyday operation. The basic questions this research seeks to answer: What are the initiatives from MIS department to maintain Advance IS online? How MIS Department facilitate the knowledge creation and sharing? What are the internal and external tangible results from the MIS department’s efforts to bring within the organization a high level learning?
